Thanh Chuong district has determined that the task for the 2015 - 2020 term is to continue to thoroughly grasp the viewpoints of the Resolution of the 7th Central Conference (10th tenure) on agricultural, farmer and rural development. Food production will focus on reviewing and stabilizing 7,000 - 7,500 hectares of rice fields with proactive irrigation; increasing investment in intensive farming, quickly applying technical advances in varieties, and increasing the use of machinery in production. By 2020, strive for an average income value/hectare of 120-140 million VND. Promote the development of both quantity and quality of large livestock farming; have solutions to link production with processing plants and product consumption so that households can invest in quickly developing farms and ranches raising cows and pigs; develop the cultivation of Dien grapefruit and black canarium in Cat Ngan area...

Complete construction and organize production to have a large volume of products, ensure the quality of the "Thanh Chuong Chicken" brand to supply the market, overcome the situation of spontaneity and low efficiency. Industrial crops will continue to be newly planted to reach 5,000 hectares of commercial tea by 2020; stabilize 2,500 hectares of raw cassava; adjust and supplement the planning of 2,000 - 2,500 hectares of medicinal plants, 3,000 hectares of flowers, ornamental plants, high-quality vegetables from the area of ​​low-economic efficiency colored land and 2,000 - 2,500 hectares of rubber; expand the area of ​​raw sugarcane. Convert the area of ​​depleted natural forests to grow raw trees to serve the Factory producing wood bars and biogas pellets; Combining exploitation with reasonable replanting to improve economic efficiency... Along with that, Thanh Chuong is determined to mobilize the highest internal resources, take advantage of external resources to speed up the progress of building new rural areas in a modern direction, striving for 50% of communes to meet new rural standards by the end of the term.

In the field of industry - construction, the district continues to develop the processing industry associated with the district's advantageous product groups such as tea, cassava, and raw wood. Increase the capacity of the existing tunnel brick factory, attract investment in building a non-fired brick production line, striving to achieve an output of 130 - 140 million bricks/year. In addition, Thanh Chuong is determined to work with investors to complete projects such as: Complex for manufacturing and processing medicinal essential oils and high-tech functional foods in Thanh Thuy, Thanh wood processing factory in Thanh Xuan commune, Biogas fuel factory in the form of compressed pellets... creating opportunities for economic restructuring, job creation, income increase, and improvement of people's lives.

Coordinate with the Provincial Rural Development Department to speed up the construction progress and complete the project of building settlements for fishing households on Lam River and in particularly difficult areas in Thanh Lam and Thanh Thuy. Actively seek jobs domestically and expand the labor export market. Improve the quality of recognized craft villages, import and rapidly develop craft villages and craft villages, create jobs on the spot in communes with advantages in labor and little land; strive to build 2-3 more craft villages. Focus on planning for economic development and comprehensive services in the Thanh Thuy Border Gate economic zone, along Ho Chi Minh Road, National Highway 46... Continue to renovate the district town; renovate and upgrade the capacity of the Town Water Plant; speed up the construction progress of Ro town, Chua urban area and other towns according to the approved planning.

There are synchronous policies and solutions to attract investment, accelerate urbanization, strongly develop quality service industries; the focus is on developing the Thanh Thuy Border Gate commercial service area and eco-tourism associated with shopping, enjoying cuisine, solving many jobs, increasing budget revenue. Strive to gradually turn Thanh Chuong into a large commercial and trading area of ​​the Southwest Nghe An region, a destination on the tourist journey to Uncle Ho's hometown.

In addition, Thanh Chuong continues to prioritize the development of transport and irrigation infrastructure such as: Upgrading and expanding National Highway 46 from Ro Bridge to Do Luong; Provincial Road 533; Phase II of the road from the district center to the resettlement area of ​​Ban Ve Hydropower Plant; building Bich Hao flood control spillway... Gradually asphalting and concreteing inter-commune, inter-village and raw material roads; grading intra-field roads to speed up the progress of new rural construction. Strive to have 50% of inter-commune and inter-village roads paved with asphalt and concrete by 2020, and intra-field roads graded. In the field of culture and society, promote the tradition of studiousness of the homeland, build a comprehensive and sustainable education sector, strive to have 70-75% of schools meet national standards. At the same time, attach importance to career guidance, vocational training, vocational training, and job referrals.

To achieve the above goals, it is necessary to first raise ideological awareness, innovate thinking, promote democracy, solidarity, consensus, and create a combined strength for development. Second, create a favorable investment and business environment for development, including implementing the current investment incentive policies of the State, supporting enterprises to invest in agriculture and rural areas; based on the overall socio-economic development plan of the district until 2020 to make detailed plans to build infrastructure; create clean land funds as a premise for calling for investment projects. Publicize administrative processes and procedures, build quick working processes to save time for investors, enterprises and people, improve the efficiency of the "one-stop" transaction center from the district to the grassroots level.

Create conditions for small and medium enterprises in the district to develop, improve competitiveness; promote forms of cooperative economy and cooperative alliances. Third, be determined to mobilize and effectively use resources for socio-economic development. In particular, continue to innovate and improve the effectiveness of foreign affairs, diversify investment promotion work. Mobilize resources from the people for business investment, develop economic models of farms, family farms, livestock, aquaculture... Fourth, develop and improve the quality of human resources to meet development requirements. Fifth, promote the application of science and technology, especially in areas where the district has advantages.
