(Baonghean.vn) - This morning (August 10), Thanh Chuong District Party Committee solemnly held the 30th Party Congress, term 2015-2020.

Attending the Congress were Party Central Committee members: Tran Van Hang, Chairman of the National Assembly's Foreign Affairs Committee; Nguyen Xuan Thang, President of the Vietnam Academy of Social Sciences.

Attending and giving a speech at the Congress were comrade Le Quang Huy - Deputy Secretary of the Provincial Party Committee. Attending the Congress were comrades in the Provincial Party Committee Standing Committee: Nguyen Xuan Son - Vice Chairman of the Provincial People's Council; Le Ba Hung, Head of the Provincial Party Committee's Propaganda Department; Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; Leaders of departments, branches, district, city and town Party Committees and 269 official delegates from 85 grassroots party organizations in the entire Party Committee.

Comrade Le Quang Dat, Secretary of the District Party Committee for the 2010-2015 term, delivered the opening speech at the congress.

In the context of difficulties in resources, weather and climate, the average growth rate of the district still achieved quite good results of 13.5%, the average income per capita increased from 11.9 million VND at the beginning of the term to 24 million VND estimated in 2015. The economic structure shifted in the right direction, rapidly increasing the proportion of services to 38.45%, gradually reducing the proportion of agriculture and forestry to 33.02%. In 2014, Thanh Chuong completed land consolidation, contributing significantly to the construction of New Rural Areas in the area. In 2014, Thanh Linh commune was recognized as meeting New Rural Area standards; 7 communes have met 17-18 criteria, expected to meet New Rural Area standards in 2015.^,The average of the whole district reached 11.74 criteria/commune.

National defense and security are strengthened and consolidated; political security and social order are stable. Party building work is given attention. The political system is united, unified, operates synchronously and effectively; the great national solidarity bloc is strengthened. People's living standards are raised, the district's appearance has many changes.

Comrade Dang Anh Dung, Standing Deputy Secretary of the District Party Committee, presented the review report of the District Party Committee for the 2010-2015 term.

At the Congress, delegates focused on discussing and evaluating the existing problems; analyzing the causes as well as specific tasks and solutions to strive to achieve the goals of the 2015-2020 term, bringing Thanh Chuong to comprehensive development and becoming a fairly developed district of Western Nghe An.

The Congress also conducted personnel work, approved the list of elected personnel and voted to elect the District Party Executive Committee for the 20th term, 2015-2020.

Speaking at the Congress, Deputy Secretary of the Provincial Party Committee Le Quang Huy praised and congratulated the achievements that Thanh Chuong district had achieved in the past term. The Deputy Secretary of the Provincial Party Committee also noted some shortcomings that Thanh Chuong needed to overcome in the coming term.

That is, the district's budget revenue is still largely unbalanced and unsustainable. There are still some violations in the implementation of social policies and family planning policies among some cadres, party members, civil servants and public employees, but they have not been detected and handled promptly, causing resentment among the people and affecting the overall achievements of the district; have not attracted large projects to serve the socio-economic development of the district; the implementation of the national target program on new rural construction is still slow; security and order work still has potential factors causing instability, the situation of handling petitions, complaints and denunciations is still limited; the capacity and qualifications of the staff have not really met the requirements of the task...

To achieve the goal of building Thanh Chuong into a prosperous district of Western Nghe An, the district needs to continue to raise ideological awareness, innovate thinking, promote democracy, solidarity, consensus, and create a combined strength for development. Create a favorable investment and business environment to attract investment; develop craft villages, pay attention to developing areas where Thanh Chuong has advantages such as growing raw materials and precious medicinal herbs. Mobilize and effectively use resources for socio-economic development. Develop and improve the quality of human resources to meet development requirements. At the same time, promote the application of science and technology, protect the environment, use natural resources reasonably and effectively; promote the movement to build new rural areas. In particular, it is necessary to improve the leadership capacity of the Party; the effectiveness and efficiency of management and administration of the government; promote the supervisory and critical role of the Vietnam Fatherland Front and people's organizations in the implementation of political tasks./.
