Success from two breakthroughs
(Baonghean.vn) Carrying out the tasks assigned by the Party and the State, the Association for the Promotion of Education at all levels in Nghe An has implemented "Innovation in the Association's operation methods to play a core role in linking and coordinating with organizations and social forces to participate in activities to promote education, encourage talents, and build a learning society" from the province to the grassroots. There are two breakthrough contents: innovation in the organization of staff and application of information technology in activities to promote education at all levels of the Association.
During the implementation process, the Provincial Association for the Promotion of Education has achieved some initial results. Regarding the work of organizing cadres, the Standing Committee of the Association has directed all levels of the Association to continue implementing Directive No. 22/2003/CT-UB, dated July 21, 2003 of the Provincial People's Committee "On promoting the movement to promote learning in the development of education". The Provincial People's Committee requested the Chairmen of the People's Committees of localities to proactively introduce a comrade to represent the People's Committee to participate in the Executive Committee of the Association for the Promotion of Education of their locality. Directive No. 17/2008/CT-UBND, dated July 11, 2008 on "Promoting the movement to promote learning, encourage talents, and build a learning society" determined that "Building a learning society is the task of the entire Party and the entire people... strengthening the Association for the Promotion of Education at all levels to operate effectively, acting as the core in activities to promote learning, encourage talents, and build a learning society...".

Implementing Directives 22 and 17 of the Provincial People's Committee, most authorities at all levels have seriously directed and organized the implementation of staff arrangement, training and fostering staff, gradually resolving the regime for staff of the Association for the Promotion of Education... creating all favorable conditions for the organization of the Congress of the Association for the Promotion of Education, by sending key staff to participate in the Executive Committee of the Association, creating favorable conditions in terms of facilities and funding; especially regularly paying attention to leading and directing the Association for the Promotion of Education to perform well its political tasks. Regarding the assignment of cadres to preside over the Executive Committee of the Association for the Promotion of Education at the district level, for the congress to elect the Executive Committee and the Association's chairman: by the end of the third quarter of 2011, the chairmen of the Association for the Promotion of Education at the district level had 3 comrades, Secretaries of the District Party Committee (Ky Son, Anh Son, Thanh Chuong); 1 comrade, Permanent Deputy Secretary of the City Party Committee (Cua Lo); 11 Vice Chairmen of the District People's Committee (Tuong Duong, Que Phong, Quy Hop, Tan Ky, Nghia Dan, Thai Hoa, Yen Thanh, Do Luong, Nam Dan, Hung Nguyen, Nghi Loc), 2 members of the District Party Committee - Head of the Board; 1 former Standing Deputy Secretary of the District Party Committee, 1 former Vice Chairman of the District People's Committee... Regarding the Standing Vice Chairmen of the District Association, most of them are retired officials, formerly key officials at the district level, and the Department of Education and Training. At the commune, ward, town, block, hamlet, and village levels, most of them are also key officials of the Party Committee and government, participating in the positions of Chairman and Branch Head; and the Standing Vice Chairmen and Branch Heads are mostly retired teachers; or retired officials, formerly key officials at all levels and branches, all of whom are enthusiastic and dedicated to the Association's work.
The team of voluntary and dedicated officials of the Association for the Promotion of Education with 62 members of the Provincial Association for the Promotion of Education Executive Committee; over 600 members of the Association for the Promotion of Education Executive Committee at the district level; 8,000 members of the Association for the Promotion of Education Executive Committee at the commune level; 15,000 members of the Association for the Promotion of Education Branches at the block, hamlet, and village levels; 5,000 members of the Association for the Promotion of Education Boards at agencies, units, and schools; 14,000 members of the Association for the Promotion of Education Boards at clans; with a total of over 40,000 officials for the promotion of education at all levels in Nghe An, is the core force that makes important contributions to the quality of emulation movements to promote education, encourage talents, and build a learning society in the province.
From the practical activities of promoting learning at all levels of the association and in response to the need for innovation, the Provincial Association for Promoting Learning advocated focusing on applying information technology to promoting learning. With the support of the Provincial People's Committee and the Department of Finance, step 1 of the project was to start implementation from the Standing Office of the Provincial Association; in just 3 months, the members of the Standing Office of the Provincial Association, both helping each other to study and self-study, quickly mastered office informatics, meeting the information needs of the two-way internal communication between the Central Association and the Provincial Association. After that, the Standing Committee of the Provincial Association continued to deploy the project to the district level; in early 2008, all 20 districts, cities and towns were equipped with computers, laser printers, and connected to the Internet (100%). The Provincial Association Office was equipped with 4 fixed computers, 1 laptop, and 2 laser printers. The Provincial Association Office is located in the headquarters of the Department of Science and Technology, so in addition to the Postal information network, it also benefits from the M-OFFICE information network of the Department of Science and Technology. Thanks to that, the exchange of information and handling of work of the Associations for the Promotion of Education at all levels in Nghe An takes place quickly and promptly.
According to the assessment of the Central Association, Nghe An is the first unit in the country to successfully apply information technology to effective learning promotion activities at the provincial and district levels. In the coming time, the Provincial Learning Promotion Association will submit to the Provincial People's Committee to create conditions for grassroots associations in communes, wards and towns to soon benefit from this scientific progress so that information between associations at all levels from the province, district to the grassroots level is smooth, contributing to shortening the geographical distance between associations at all levels, creating the highest efficiency in learning promotion and talent promotion activities, building a learning society. The success of the sensitivity of "Innovating the association's operating methods to play a good core role..." with the choice of 2 breakthroughs in the innovation process has significantly contributed to the excellent completion of the tasks assigned by the Party and the State by all levels of the Learning Promotion Association.
