Success from a thematic resolution

(Baonghean) -To gradually build a new countryside, the Party Committee of Nghia Hong Commune (Nghia Dan) issued Resolution No. 22 on implementing the new countryside construction program. After more than 1 year of implementing the Resolution, Nghia Hong has promoted the combined strength of the Party Committee, government and people, contributing to changing the face of a rural area.

Taking us to see the wide, beautiful concrete roads in Hong Tho hamlet that have just been built, Mr. Nguyen Dinh Thai, Chairman of Nghia Hong Commune People's Committee, excitedly said: The newly upgraded and expanded roads from 3m to 5m according to new rural road standards in Hong Tho hamlet are a great success thanks to the consensus and determination of the people. To have a wide, straight and beautiful road, households donated nearly 230m2 of land, moved fences, trees, electric poles and contributed money to pour concrete on the road surface.

Mr. Nguyen Van Kinh's family alone donated 134.5 square meters of land to the hamlet to build concrete roads. When the province and district supported 97 tons of cement, the hamlet of 17 households and 33 people each contributed 1 million VND to buy sand, gravel, and hire workers to build roads. This is one of the hamlets with the highest contribution to building concrete roads in the commune with the determination of the people to do it. The completed roads put into use not only facilitate each household in the hamlet but also motivate people in other hamlets to compete to donate land and contribute money to build village roads. In other hamlets such as Hong Truong, Hong Quang, Hong Cuong, Hong Thang, people also donated over 3,500 square meters of land and contributed money and effort to build wide, beautiful concrete roads.

In order for the new rural construction program to achieve the set criteria, on November 7, 2011, the Party Committee of Nghia Hong commune issued Resolution No. 22 on implementing the national target program on new rural construction for the period 2011 - 2020. On that basis, the government and mass organizations coordinated with 14 hamlet chiefs to organize dozens of meetings to disseminate policies and mobilize people to participate. Party cells strengthened ideological activities, agreed with the executive committees of blocks and hamlets to promote grassroots democracy, implementing the motto of "people know, people discuss, people contribute to work together and check". The policies and incentives of the province and district were widely announced to the people through the radio system and village and hamlet meetings. The detailed project for new rural construction of Nghia Hong commune approved by the People's Committee of Nghia Dan district was organized at a meeting with people and presented using information technology with a projector, bringing confidence to people through the overall vision of the commune's new rural construction planning.

In 2012, the people of Nghia Hong commune contributed over 1.2 billion VND to build 3 meeting halls, over 2,100m of concrete roads, including 1,052m of 5m wide roads. More than 40km of village roads were marked with boundary markers and people signed a commitment to voluntarily clear the land when building roads. The People's Committee of Nghia Hong commune has combined capital sources to build pumping stations to serve agricultural production, upgrade roads from the district to the commune and inter-commune roads with a total investment of 11 billion 816 million VND.

Assessing the new rural construction movement in Nghia Hong commune, Mr. Vu Anh Tuan, Deputy Head of the Department of Agriculture of Nghia Dan district, affirmed: Although not a leading commune in the new rural construction of Nghia Dan district, the Party Committee, government and people of Nghia Hong commune have clearly identified their responsibilities and joined hands to build new rural areas with high determination. The initial results achieved in Nghia Hong show that the policies and guidelines that are popular with the people have brought about positive results. Up to now, Nghia Hong commune has completed 8/19 criteria for new rural construction, and it is expected that in 2013, 2 to 4 more criteria will be completed on infrastructure construction, upgrading schools; investing in more equipment for medical stations, serving people's health care; promoting production development in the direction of enhancing the application of science and technology, creating concentrated sources of goods, improving income and living standards of the people; Integrating cultural, artistic and sports activities to improve people's spiritual life.

The process of building new rural areas in Nghia Hong commune, as well as many other localities, still has many items and criteria that need to be completed. That process has many difficulties and challenges, but we believe that with the leadership role of the Party organization and the joint efforts and consensus of the people, Nghia Hong commune will have steady progress according to the roadmap that the Party Committee, the government and the people of the whole commune have determined.
