On the morning of July 25, Nguyen Song Phuong (31 years old, living in Vung Tau City) rode a motorbike carrying many machetes, gasoline bottles and homemade explosives to the gate of the Vung Tau City Party Committee Hall.

Seeing this person acting strangely, the police came to warn him but he chased him inside and threw petrol bombs at him but missed. After that, Phuong stood in front of the hall with a machete and challenged the police.

Police VVung Tau mobilized many forces to blockade the scene and control Phuong.
