violating traffic safety order
Although the authorities have taken strong action with many solutions, the situation of traffic safety violations and traffic accidents in Vinh City has increased compared to the same period last year (in 3 months, there were 22 serious accidents that killed 9 people and injured 19 people). The main reason is that people's awareness of obeying traffic safety laws is still limited, there has not been much change, the situation of business households trading and letting construction materials encroach on sidewalks and streets, causing traffic safety problems is complicated. It is worth mentioning that recently, although the city's authorities have coordinated with the Department of Education to strengthen propaganda about traffic safety laws in schools, the situation of students violating traffic safety order is still at a high level.
In the first 3 months of the year, Vinh City Traffic Police have issued administrative fines for over 100 cases of students violating traffic safety regulations. Violations by students are often without a driver's license but still driving a motorbike, not wearing a helmet, and carrying more people than the prescribed number. According to our research, the main reason for the increasing number of students violating traffic safety regulations is that parents are too indulgent and lax in managing their children.
Lieutenant Colonel Ngo Sy Son - Deputy Head of Vinh City Police said that in order to limit violations of traffic safety order, in the coming time, Vinh City Police will continue to maintain disguised and undercover teams to handle the number of young people and students driving motorbikes without a license, without helmets, carrying more people than the prescribed number, weaving in and out of traffic; organize campaigns to enforce alcohol concentration violations for motor vehicle drivers when participating in traffic; develop plans for coordinated patrols and controls between forces on all city routes, apply strong measures to strictly handle violations of traffic safety order; impose administrative penalties on vehicle owners who lend their vehicles to unqualified people; require schools and localities with young people and students violating traffic safety order to have appropriate disciplinary measures.
