Vinh City: Directing to speed up the progress of granting agricultural land certificates

At the 6th session of the 20th City People's Council, the City determined to grant agricultural land certificates in the area at the end of 2013 to reach 85%.

Agricultural land in Vinh City currently has a total area of ​​3,094 hectares, concentrated in 5 suburban communes and 4 hamlets of Hung Thinh merged into the city. This area is being exploited and used quite effectively by people, growing rice, vegetables, peanuts, sesame for high income. This is the remaining small land fund of agricultural producers in the city, so most households are aware of registering and using it. A sao of agricultural land when subject to compensation has a high price, so this is considered a valuable resource for the city's residents. Therefore, most people want to be granted agricultural land certificates to use it for a long time.

Nghi Phu is a commune with not much agricultural land left after the reclamation to build projects. Ms. Tuyet's family in hamlet 16 still has 1 sao of agricultural land left. This time, she was informed to make a declaration to get a certificate. She was very happy because she thought that having a certificate would make her feel secure, would not be in any dispute anymore, and could borrow capital to do business. In Nghi An, a suburban commune, the movement of growing ornamental plants and vegetables is very developed.

Mr. Thai's family in hamlet 6, Nghi An has 600 square meters of vegetable land and 1 sao of garden land, but it provides income for the whole family. In the garden, he grows mustard greens and small vegetables in the spring, mixed vegetables in the summer, and chrysanthemums in the winter to sell during Tet. He, like many other families here, hopes to be granted agricultural land certificates to facilitate business and to be able to mortgage to borrow more capital. Chairman of Nghi An Commune People's Committee, Mr. Pham Huy Thong, said that the whole commune currently has more than 200 hectares of agricultural land that have not been granted certificates. On this occasion, according to the direction of the city, they will urge the declaration work to submit to the city to grant residential land certificates and agricultural land certificates to the people.

Mr. Le Van Ngoc - Head of the Department of Natural Resources and Environment of Vinh City said: For the 5 communes and 4 hamlets mentioned above, agricultural land has been granted according to Decree 64 and has been granted Land Use Right Certificates. However, from 2003 to 2005, land conversion was carried out, so it is now necessary to re-issue. The city has issued 2,500 certificates out of 7,600 Land Use Right Certificates required, accounting for 27%. However, the problem that arises is that 7 communes need to re-measure the cadastral map if they carry out the second land conversion, so they need funds for measurement but currently the Department of Natural Resources and Environment has not approved.

Regarding the issue of whether to consolidate agricultural land in these communes for the second time or issue certificates according to the current status, Mr. Nguyen Xuan Sinh - Chairman of Vinh City People's Committee affirmed: Currently, the area of ​​agricultural land in the city is not much, moreover, each plot and each location has different profit value, so it is very difficult to consolidate land and exchange it again. If we consolidate land and exchange it and then re-measure it, then issue certificates, it will take a long time. Therefore, the city's viewpoint is to issue certificates according to the current status. It is easy to do first, difficult to do later. Households do it first, teams do it first, cooperatives do it later. From now until the end of 2013, we strive to issue 85% of the agricultural land use right certificates.

Therefore, the city needs to direct decisively, with scientific and reasonable methods; coordinate synchronously and effectively between levels and sectors, and supplement human resources to be able to achieve the plan to grant agricultural land certificates as proposed.
