The project to build a road connecting National Highway 46 with the Lam River Road is one of the works under the Vinh Urban Sub-project. During the project implementation, the Vinh City People's Committee issued decisions on land acquisition, decisions approving compensation plans to support land acquisition and resettlement for affected households. Most households accepted the plans and received compensation for land acquisition and resettlement.
However, Nguyen Ngoc Tien's household - Xuan Hoa hamlet, Nghi Duc commune with an affected land area of nearly 500m2 did not comply.
The GPMB Compensation Council has repeatedly propagated, mobilized, and organized dialogues, but Mr. Tien's family still does not agree to receive compensation and support for GPMB.

At the enforcement session, after the announcement of the decision, Mr. Tien's family did not cooperate. The land recovery enforcement committee sealed off the scene and removed those who had resisted from the enforcement area. At the same time, they mobilized machinery and vehicles to dismantle the housing project, leveled the ground and handed it over to the construction unit. The enforcement session took place in accordance with the procedures and regulations of the law.
