Vinh City: Speeding up the implementation of drainage and waste treatment projects
(Baonghean) -After receiving instructions from the People's Committee of Nghe An province to speed up the progress of the drainage and waste treatment project at Nghi Yen Solid Waste Complex (Nghi Loc) to ensure putting 01 production line into use by the end of May 2011 and handing over the entire project by the end of July 2011, the People's Committee of Vinh city directed and urged the investor and contractor to focus on human resources, material resources, and equipment to speed up the construction progress.
By May 30, landfill cell 1A and 4 wastewater treatment ponds had been completed, reaching 50% of the waste treatment (Nghi Yen Solid Waste Treatment Complex has 2 landfill cells and a chain of 8 wastewater treatment ponds). Along with the successful installation of the leachate treatment system and putting it into regular operation, the completion and putting into operation of landfill cell 1A at the main landfill will ensure timely handling of water leakage incidents at the two temporary landfills. In case of heavy rain and floods, water can be pumped from the temporary landfill to the main cell for treatment, preventing dirty water from spilling into the surrounding environment. Regarding the power supply and distribution system, electricity has been pulled to the transformer station of the Complex but has not been installed and put into operation yet.
Mr. Nguyen Quoc Thang - Deputy Head of Vinh City Urban Management Department said: Currently, there is still a bit of a problem because the two contractors, Contrexim hoildings (old) and Hoa Hiep Company Limited (new), have not agreed on the volume of work during the handover process (especially the unfinished work such as the internal road in the landfill area...). To solve this problem, Nghe An Solid Waste Project Management Board has established an acceptance council to review and determine the specific volume of work for each contractor. By June 5, the handover between the two contractors was completed, providing a basis for the contractor to focus on accelerating the construction progress to ensure the handover of the project on time as prescribed.
Another problem that has arisen is that, according to the decision of the Provincial People's Committee, the cost of spraying insecticide for households in the area affected by the Solid Waste Treatment Complex (radius 1000 m) in 1 year is 35 million VND, while in reality, only one spraying has cost 27 million VND. The Vinh City People's Committee is making a petition to ask for the Provincial People's Committee's direction to resolve this.
Regarding other support such as health insurance, building clean water tanks, compensation for crop areas, unproductive rice fields, support for cultural house equipment, etc., Vinh City People's Committee has actively coordinated with Nghi Loc district and Nghi Yen commune authorities to complete payments to the people.
