Vinh City celebrates Vietnam Day for People with Disabilities (April 18)
This morning, April 18, at the Vocational Training Center for the Disabled, Vinh City, the Association for the Protection of the Disabled and Orphans of Nghe An Province organized a ceremony to celebrate the Vietnam Day for the Disabled (April 18, 2012) with the theme "Let us build trust, share difficulties and misfortunes with the disabled and orphans, help them rise up and integrate into the community". Attending the ceremony were representatives of the Provincial Party Committee, the Provincial People's Committee, the Provincial Fatherland Front Committee, departments, branches, associations, unions and localities in the province.

The year 1981 was chosen by the United Nations as the first International Year of Disabled Persons, with a call for attention to ensure that disabled persons are equally integrated into society. Responding to this call, on April 18, 1981, Vietnam decided to establish the Vietnam National Committee for the International Year of Disabled Persons. In 1998, our country issued the Ordinance on Disabled Persons and then the Law on Disabled Persons was born, stipulating that April 18 of each year is the Day for Protection and Care of Disabled Persons.
Teachers and students of the Vocational Training Center for the Disabled performed at the celebration.
Nghe An province currently has over 220 thousand disabled people and orphans. Their wish is not to be discriminated against, to have legs to walk, arms to do activities, eyes to see, to have a wheelchair, a rocking chair, a bicycle to go to school, a warm roof to protect them. Not accepting their fate, overcoming their own pain, many disabled people are still actively training to serve themselves, wanting to learn a trade, get a job to support themselves, to ease the hardship for their families and reduce the burden on society. Typical examples are IT knight Nguyen Cong Hung (in Nghi Dien commune, Nghi Loc district); Nguyen Minh Phu (in Tho Thanh commune, Yen Thanh district), who had both arms amputated, practiced writing with his feet, and self-studied to become a student at the University of Information Technology; Le Dinh Thanh (in Hung Dong commune, Vinh city) who has both legs paralyzed but still keeps studying and dreaming and has become a university student this year.
In 2011, the Provincial Association for the Support of the Disabled and Orphans was reorganized. After 1 year of operation, the Provincial Association has called for and directly mobilized over 1,000 agencies, departments, businesses, and benefactors inside and outside the province to receive a total amount of money and goods worth over 3.2 billion VND. The Association has become an address and a bridge for individuals and groups to visit and give gifts to the disabled and orphans in the province. Over 1,000 people have received gifts, including money, rice, clothes, bicycles and wheelchairs with a total value of over 1 billion VND. During the year, the Association also directed the construction of a Livelihood Support project in 42 communes building new rural areas, including: building access roads, repairing houses, building livestock barns, supporting the purchase of breeding animals, granting scholarships, and giving gifts to the disabled and orphans.
With the theme “Let us build trust, share difficulties and misfortunes with people with disabilities and orphans, help them rise up and integrate into the community”, at this year’s celebration, the Association for the Protection of People with Disabilities and Orphans of Nghe An province called on everyone to take practical actions to help people with disabilities improve their lives, escape poverty sustainably, overcome their fate, live in trust, love, care, and protection for their relatives and the community…
At the ceremony, the Provincial Association for the Protection of the Disabled and Orphans presented certificates of merit to outstanding groups and individuals in helping the disabled and orphans in 2011; During the ceremony, many organizations and individuals participated in giving gifts to the disabled in the province.
