Official dispatch No. 3273/UBND-VP dated July 6, 2016 of Vinh City People's Committee confirmed: The information given by Nghe An newspaper above is accurate. Through checking the records and the actual scene, it shows that:

The project to build a commercial service building and luxury apartments at 126 Nguyen Sy Sach Street is invested by Bao Son Investment, Construction and Tourism Group Joint Stock Company.

The project belongs to the group of projects attracting investment of the Province. During the implementation of the project items, it caused subsidence, collapse, and cracking of some residential buildings in the neighboring area of ​​Vinh Phuc block, Hung Phuc ward. The City People's Committee has directed specialized departments and Hung Phuc ward People's Committee to handle and fix the problem.

On June 7, 2016, the City's Urban Order Management Team made a Record No. 00459/BB-VPHC on administrative violations and requested to stop construction of the violating project; on June 9, 2016, the Vinh City Urban Management Department issued Decision No. 385/QD-QLDT on suspending construction of the project violating urban construction order; on June 22, 2016, the Vinh City People's Committee issued Decision No. 4089/QD-UBND on administrative sanctions in construction activities against Bao Son Construction and Tourism Investment Group Joint Stock Company with a fine of 30 million VND; On June 22, 2016, the Investor, Bao Son Construction and Tourism Investment Group Joint Stock Company, paid a fine of 30 million VND to Nghe An Industrial and Commercial Bank with Fine Receipt No. 0007094.

Regarding the solution, the document clearly stated: On June 8, 2016, the People's Committee of Hung Phuc Ward organized a dialogue between households affected by the project and the Investor. After discussion and exchange, they agreed on a number of contents: The households agreed to let the Investor continue construction, soon complete the foundation of the project to overcome the subsidence of adjacent works of the households, and promptly organize a survey of the current status of households affected by the construction process to serve as a legal basis for compensation.

Since June 9, 2016, the Investor has coordinated with relevant units to organize inspections to confirm the current state of damage to the houses and at the same time speed up the construction progress of the foundation. After completing the foundation construction, compensation will be made to the households.

It is known that most recently (July 1, 2016), the Department of Construction held a meeting at the construction site of the Commercial Service Building, Luxury Apartment at No. 126, Nguyen Sy Sach Street, in which it was required: The investor must comply with the Environmental Impact Assessment Report approved by the People's Committee of Nghe An province in Decision No. 1747/QD-UBND dated April 22, 2016 and must have measures to remove piles to ensure safety for neighboring households.
