Chairman of Nghe An Provincial People's Committee chaired the meeting on site clearance for the project to extend Vinh Airport runway; renovate and expand National Highway 46

On the afternoon of August 28, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting on the implementation of site clearance for a number of key projects in the Transport sector.

Attending the meeting were leaders of the Provincial People's Committee, relevant departments, branches, localities and Vietnam Airports Corporation (ACV).

Key projects of a dynamic nature

One of the main contents of the meeting was to discuss solutions for site clearance to implement the project of extending the runway of Vinh Airport by 600m, increasing the total length to 3,000m; at the same time, building waiting taxiways.

The project has a total investment of more than 545 billion VND and ACV sent a proposal to Nghe An province on August 11, 2025.

According to the plan, the implementation progress includes: Approval of investment policy and feasibility study report in the third quarter of 2025; approval of construction drawing design in the fourth quarter of 2025; completion of construction within 6 months from the date of site handover. The total land area to be cleared is about 41.28 hectares with an estimated cost of more than 265 billion VND.

The actual survey showed some major problems that need to be solved. Specifically, 7.01 hectares of vacant land at the beginning of the runway is currently managed by the Vinh Airport Base Battalion, but there is no policy from the Ministry of National Defense on handing it over to the locality.

K1 station with an area of ​​0.86 hectares located within the installation range of the approach lighting system also needs to seek the opinion of the Ministry of National Defense to relocate and arrange new construction land before handing over the site.

In addition, 1.49 hectares of land within the fence protecting the runway is currently in dispute between Vinh Hung Ward People's Committee and local households and needs to be resolved.

In addition to the runway extension project, Airports Corporation of Vietnam (ACV) is implementing three key projects at Vinh Airport, including: Expanding and renovating the aircraft parking lot; renovating Passenger Terminal T1 and renovating the existing runway with a total investment of more than VND925 billion.

At the meeting, ACV Deputy General Director Nguyen Tien Viet reported on the progress of three projects being implemented at Vinh Airport and affirmed that ACV has allocated sufficient financial resources for all three existing projects as well as the runway extension project. He said that the goal is to put Vinh Airport back into operation by December 19, 2025, meeting the travel needs of the people.

To achieve this progress, ACV leaders requested to urgently carry out related procedures and land acquisition and clearance work to implement the runway extension project, to avoid affecting the exploitation plan; in which, priority should be given to land acquisition and clearance for the area serving the construction of the runway extension to ensure timely progress.

At the meeting, Chairman of the Provincial People's Committee Le Hong Vinh also heard the progress of the Project to Upgrade and Expand National Highway 46, Vinh - Nam Dan section. This is a project with a total route length of about 10.69 km, passing through the communes of Kim Lien, Dai Hue and Van An.

The project started in March 2025 and is expected to be completed in 2025. Construction scale, level III plain road, design speed 80 km/h; cross-section includes 4 lanes according to the roadbed width standard of 21.5m.

Up to now, the entire project has approved the compensation plan for site clearance, payment and site clearance for 5.6/10.7 km, reaching 52.33%, basically completing agricultural land; the remaining 5.1 km/542 households (section through residential land, garden land attached to residential land), the People's Committees of the communes are continuing to implement, specifically.

However, the current difficulties and problems are mainly affected households living and doing business along both sides of National Highway 46 (land with high profit value), therefore, the work of site clearance, recovery and resettlement will take a long time.

Previously, National Highway 46 had been widened in some sections, but now it is very difficult to determine the area of ​​land recovered and compensated (due to manual measurement). The land use right certificates of some households do not have a physical form, so there is no basis for determining the area of ​​residential land to be compensated.

Focus on site clearance for key traffic projects

Concluding the meeting, regarding the project to extend the runway by 600m, Chairman of Nghe An Provincial People's Committee Le Hong Vinh decided to establish a Steering Committee for site clearance for the project, headed by Vice Chairman of the Provincial People's Committee Hoang Phu Hien.

To ensure progress, the Chairman of the Provincial People's Committee assigned relevant departments, branches and localities to urgently complete procedures for submitting investment policy approval in August 2025; at the same time, prepare to submit to the Provincial People's Council at the meeting in early September 2025 a draft Resolution on the list of projects requiring land acquisition and land use purpose change to implement the project.

Regarding the area of ​​7.01 hectares of vacant land at the beginning of the runway, currently managed by the Vinh Airport Base Battalion but with no plan to hand it over, the province will propose that the Ministry of National Defense temporarily hand it over for construction, first hand it over for construction, and then officially hand it over.

Regarding the straightening of Rao Truong River to serve the project, the Chairman of the Provincial People's Committee requested to choose the optimal solution to reduce compensation costs for site clearance and save implementation time in the overall project.

Regarding the Project to Renovate and Expand National Highway 46, Vinh - Nam Dan section, Chairman of Nghe An Provincial People's Committee Le Hong Vinh shared with the localities when they encountered many difficulties due to changes in compensation and site clearance policies, plus the impact of natural disasters and the initial phase of operating a 2-level local government.

However, this is a key project, the Government and the Ministry of Construction have assessed that it is behind schedule. However, in reality, there are not many basic problems, mainly related to paperwork procedures, so the Chairman of the Provincial People's Committee directed the Department of Agriculture and Environment to provide specific instructions for communes to implement, both ensuring the rights of the people and avoiding complaints.

Drawing on experience from the implementation of the 500kV line 3 passing through the province, including Nam Dan district (old) with record construction progress, the Chairman of the Provincial People's Committee requested communes to strengthen propaganda and mobilize people to hand over the site early for quick stabilization.

He emphasized the leadership and direction role of the Party Secretaries of the communes in mobilizing the entire political system to participate. If necessary, communes with conditions should establish a Project Management Board to directly carry out site clearance work.

Regarding progress, the Chairman of the Provincial People's Committee requested that the completed site must be handed over in September 2025; remaining problems must be completely resolved and handed over in October 2025. Infrastructure units such as telecommunications, water supply, etc. need to proactively coordinate and take advantage of the time when the contractor is working to promptly relocate and install.

Project Management Board 85 needs to increase human resources to coordinate with localities in inventory and propaganda work, so that construction can be carried out as soon as the site is available.

In particular, the police force will join and accompany the locality to review compensation and site clearance records. In case the policy has been fully implemented but people still deliberately refuse to hand over the site, construction protection measures will be applied.
