Inspectorate recommends recovering nearly 6,500 billion VND for the budget
In the first 6 months of 2012, the Inspection sector discovered violations and recommended recovering 6,482 billion VND to the state budget.
On the morning of June 28, in Hanoi, the Government Inspectorate held a conference to review inspection work in the first 6 months of the year and plan work for the last 6 months of the year. Deputy Prime Minister Nguyen Xuan Phuc attended and delivered a speech at the conference.
Speaking at the Conference, Deputy Prime Minister Nguyen Xuan Phuc expressed his delight at the progress of the Inspection sector in recent times. Inspectors are increasingly courageous, united, and determined. The sector not only focuses on major, long-standing, and urgent cases, but also does a good job of perfecting the sector's institutions. This strengthens the trust of the Party, State, and people in the inspection work.
The direction of handling complaints and denunciations has played an important role in handling petitions. The sector has successfully organized 3 conferences on receiving people and handling complaints and denunciations in 3 regions, advising the Government and the Prime Minister to issue many important solutions to resolve outstanding and long-standing cases.
In addition, the working relationship between the Central and local levels has become increasingly effective, limiting complaints and denunciations that go beyond the level because they have been resolved with reason, emotion, and persuasion. In particular, the entire industry has stepped up its work, closely following the Prime Minister's direction in resolving many complicated cases.
Regarding the direction in the coming time, the Deputy Prime Minister requested the whole industry to closely follow the major orientations and policies of the Party and State such as Resolution 4 of the Central Committee on some urgent issues in Party building at present, Resolution 5 of the Central Committee on corruption prevention and control, thrift practice, 5-year review of the implementation of the Law on Corruption Prevention and Control, etc., especially in sensitive areas such as land and public spending. In particular, it is necessary to strike hard, strike accurately, and strike promptly against corruption and negativity to gain the people's trust.
The Deputy Prime Minister also highlighted the important role of local inspectors in proactively advising authorities at all levels in dialogue with the people to protect the truth and the law. The Deputy Prime Minister affirmed that doing the right thing will be rewarded, but doing the wrong thing must be corrected.
At the same time, it is necessary to organize mobilization, persuasion, and publicize seriously the correctness and incorrectness of information, conclusions, and specific settlement results; urge post-inspection handling, and not let the effectiveness and efficiency of inspection conclusions be loosened or not implemented.
The Deputy Prime Minister believes that with its tradition, experience and mettle, the Inspectorate's work in the last 6 months of the year will be highly effective, meeting the expectations of the Party, State and people.
Conference delegates
According to Deputy Inspector General of the Government Le Tien Hao, in the first 6 months of the year, the whole sector conducted 6,065 administrative inspections and specialized inspections at 333,032 organizations and individuals.
Through inspection, violations were detected, recommendations were made to recover to the state budget 6,482 billion VND, 1,291 hectares of land, administrative sanctions were imposed 258 billion VND, accounting was done, excluding from the settlement value due to non-compliance with regulations and requesting competent authorities to consider handling 31,207 billion VND, recommendations were made to handle administrative discipline against 425 groups, 697 individuals, 134,520 decisions were issued to handle administrative violations of organizations and individuals, 27 cases and 35 people were transferred to the investigation agency for criminal handling.
Regarding administrative inspections, 30 inspections have been conducted, of which 20 inspections were carried over from 2011 and 10 were planned for 2012. To date, 14 inspections have been concluded, and 5 are in the process of completing their conclusions.
The inspection focuses on the implementation of state management by ministries in a number of areas such as pharmaceuticals, civil judgment enforcement, joint ventures and joint training of universities and postgraduates, the implementation of state management functions on housing, the implementation of the Law on Bidding, the implementation of legal policies on supporting capital for investment in tourism infrastructure, the compliance with the law and management of state capital at a number of economic groups and state-owned corporations, the operation of a number of banks and the inspection of a number of construction investment projects using large capital sources...
In the first two months of the year, the number of complaints and denunciations decreased compared to 2011 in terms of the number of people, large groups and cases. However, from the end of February to the beginning of May, the number of complaints by large groups and by higher levels increased and some cases were more serious and complicated in nature.
Regarding citizen reception, at the Citizen Reception Office of the Central Party and State in Hanoi and Ho Chi Minh City, 9,746 citizens came to complain, denounce, petition, and reflect (down 21%), presented 2,386 cases (up 3.5%); 272 large groups (up 5.4%). Ministries, branches, and localities received 137,204 citizens (up 4.8%), presented 101,616 cases, including 1,208 large groups (up 24%).
Regarding the work of preventing and combating corruption, the Government Inspectorate has organized propaganda and dissemination of laws on preventing and combating corruption; built and perfected institutions on preventing and combating corruption; implemented measures to prevent corruption and detect and handle corruption crimes through the activities of inspection agencies and functional agencies.
Regarding preventive measures, the Government Inspectorate continues to urge and guide all levels and sectors to implement anti-corruption solutions such as implementing regimes, norms, standards, transferring positions of officials and civil servants, paying salaries through accounts, etc.
Regarding the declaration of income of officials and civil servants, 28 ministries, central and local agencies, 2 economic groups, and 91 corporations have completed the declaration of assets and income in 2011. Accordingly, there were 122,999 cases of first declaration, 486,694 additional declarations, and 1,822 people whose declarations were verified. There have been no cases of disciplinary action due to late declaration, late synthesis, or reporting.
