According to the police, when Covid-19 broke out, Ly Chu was mobilized to join the patrol team, control and prevent the epidemic with the border guards in the border area with an allowance of nearly 9,000 VND per hour. From there, Chu clearly understood the travel and living schedules of the officers in the team. Chu then accepted the request of Giang Mi (the leader of this network) to help people illegally enter and exit the country.
When people enter or exit through Ban Lau commune, Muong Khuong district, Ly Chu will go ahead to check the road and observe the activities of the Chinese border guards and customs. This group usually only takes people across the border from 7 p.m. to 4 a.m. the next morning to take advantage of the darkness and avoid detection.
When Chu gave the signal that it was safe, Giang Nha and Giang Sang would cross the border into China to pick up illegal immigrants and bring them back to Vietnam. They would then take motorbikes to the assembly area in Na Nhung village, Ban Lau commune.

To get past the border guards, this group asked people who had just entered the country to hide in bushes along the roadside or in sewers, then called a taxi driver to arrange a pick-up to Lao Cai city. Each time they succeeded, Giang Mi paid Ly Chu, Sang, and Nha from 600,000 to 1 million VND per case.
From April 2020 to present, Giang Mi and his accomplices have successfully carried out 91 cases, bringing about 200 people illegally across the border.
