(Baonghean.vn) -On the afternoon of July 16, 2014, the Provincial People's Committee held a meeting with relevant departments and agencies to review and evaluate the implementation of the Resolution of the 17th Provincial Party Congress and listen to the draft report on the implementation of Resolution No. 26/NQ of the Politburo for Nghe An. According to the report of the Department of Planning and Investment, in the context of many economic difficulties, affecting the economic growth rate and investment development of our province. With the help and support of the Central Government and the efforts of the province, the socio-economic situation of the province has had positive changes. Of the 28 socio-economic targets, 6 are expected to reach and exceed the target, 10 targets are achieved, 3 targets need to be focused on and strive to achieve, 9 targets are difficult to achieve, 3 targets on national defense and security are likely to be achieved.

Specifically, the economic indicators that are likely to be exceeded are export turnover, growth rate of service production value and agricultural production value; the indicators that are focused on achieving are budget revenue and total social investment capital. The indicators that are difficult to achieve include: average GDP growth rate, GDP per capita, growth rate of industrial and construction production value, economic structure shifting in the right direction but still slow. Regarding society, there are 15 indicators but 3 indicators are likely to be exceeded: number of hospital beds/10,000 people, rate of communes with working doctors, average annual poverty reduction rate; there are 6 expected indicators to be achieved, 1 indicator to strive to achieve and 5 indicators that are difficult to achieve. Regarding the environment, there are 4 indicators, 2 indicators are likely to be exceeded and 2 indicators are difficult to achieve; 3 national defense and security indicators are likely to be achieved...

Regarding the results of 1 year of implementing Resolution 26 of the Politburo, up to now, Nghe An has built 21 major programs and projects, of which 4 projects have been submitted to the Provincial People's Committee and the Provincial Party Committee for listening and giving instructions to submit to the Government; 6 projects are being submitted to the Provincial People's Committee and the Standing Committee of the Provincial Party Committee for listening and approval for implementation; 10 projects are in the process of being developed and submitted to the Provincial People's Committee for comments. Through discussion, representatives of departments and branches pointed out some advantages and strengths, but at the same time, they also said that most of the major projects and projects implementing Resolution 26/NQ are ahead, to successfully implement them, it is necessary to assign specific tasks and responsibilities for more drastic direction and develop resources for investment.

Concluding the working session, comrade Nguyen Xuan Duong acknowledged the preparation and situation grasp of the leaders of departments and branches for the working session, and reviewed the indicators for implementing the Resolution of the 17th Congress; the good and bad points in implementing the Resolution's indicators as well as the requirements of Resolution 26 of the Politburo. When giving comments and supplementing the assessment of the implementation of the indicators, departments and branches need to be clearer and more specific; pay attention to adding the part calling for investment attraction; and add projects of the sectors and localities implementing Resolution 26.

The Chairman of the Provincial People's Committee requested that in the process of evaluating the implementation of the targets, it is necessary to clearly state the objective and subjective reasons for achievement and failure; make recommendations and proposals to the Provincial Party Standing Committee to find solutions. Regarding the upcoming tasks, the departments and branches must proactively coordinate with the districts to urge and assign specific responsibilities for each area and field to create a change; the Department of Planning and Investment is responsible for revising the documents and reports once again to submit to the Provincial Party Standing Committee for approval in the coming time./.
