Removing difficulties to create revenue for the budget
(Baonghean)- Previously, businesses operating in the field of import and export contributed large amounts of tax such as: Plastic pellets (imported for packaging production); Aluminum rolls (beer can production); Asphalt; Construction equipment for hydroelectric plants... but now the import of raw materials has decreased significantly. In this situation, the authorities at all levels and branches have issued open mechanisms and policies to attract businesses to participate in import and export... which has created a large source of revenue for the State budget.
Mr. Cao Viet Dong - Head of Business Department, Nghe An Petroleum Joint Stock Company said: "Previously, the amount of imported petroleum into Nghe An was limited, each year, the import tax on this item was only a few tens of billions of VND. From the beginning of 2013 until now, thanks to the innovation of policies to attract enterprises to participate in import and export and the Customs agency's strengthening of direct dialogue with enterprises to remove difficulties and obstacles in import and export, it has created many favorable conditions for enterprises to operate. Thanks to that, the output of imported petroleum to the province has increased rapidly, thereby creating a large source of revenue for the State budget".
It is known that although the Petroleum Joint Stock Company has advantages in terms of seaport systems, warehouses, means of transport, etc., imports depend on the plan of the Vietnam Petroleum Group, so in previous years the amount of goods passing through Nghe An was very limited. In order to effectively exploit the technical infrastructure in the field of petroleum business, the functional branches of the province have organized direct dialogues with enterprises to learn about difficulties and problems and promptly resolve them in the process of import and export activities, and at the same time worked with the Vietnam National Petroleum Group on the plan to import goods in Nghe An... With that timely approach, it has created clear efficiency. In the first 9 months of 2013, the amount of petroleum imported through Nghe An reached 57,668,384 m3, contributing to the State budget nearly 264.7 billion VND, of which import tax was nearly 141.7 billion VND, special consumption tax was more than 34.2 billion VND, and value added tax was more than 88.8 billion VND.

Due to the general difficulties of the world economy, the export market of many enterprises in our province is facing difficulties. Therefore, relevant levels and sectors have stepped in to support export enterprises, typically the Industry and Trade sector has supported trade promotion, searching and expanding new markets. Or the Banking sector has increased loan limits and reduced interest rates... With those timely actions, many enterprises have restored production and business and found many export contracts. Mr. Ho Viet An - General Director of Nghe An Tea Investment and Development Company Limited said: "Thanks to high quality products, timely response to order volume and competitive prices, the Company still ensures stable export markets, traditional customers such as Pakystan, Poland, Russia, China, Israel, Afghanistan, UK... regularly sign export contracts with large volumes. In the first 9 months of 2013, the Company exported 2,900 tons of tea, revenue reached nearly 4 million USD".
As a business specializing in growing and processing rubber and coffee, the main products are for export, the Coffee - Rubber One Member Co., Ltd. has focused on developing raw material areas to be proactive with large orders. Up to now, the business has 2,600 hectares of rubber, of which 1,100 hectares are in the business period and 1,500 hectares are in the basic construction investment phase. This year's output is expected to reach more than 3,000 tons of latex, all rubber products are for export. The total revenue of the Company in 2013 is expected to reach 130 billion VND.
It can be seen that, in the context of many difficulties in import-export activities, our province has taken timely measures to remove and support, creating positive changes in import-export, increasing revenue for the State budget... To achieve such results, there is a significant contribution from Nghe An Customs. Mr. Chu Quang Luan - Director of the Customs Department said: "In recent times, Nghe An Customs has had many solutions to promote administrative reform, deploy electronic customs procedures, and provide the best service to customers to contribute to promoting import-export activities in the area. In particular, regularly organize business dialogue conferences to promptly remove difficulties and obstacles for businesses. Especially the application of electronic customs procedures. This approach creates favorable conditions for businesses when participating in import-export". Currently, 136 enterprises have applied the form of electronic customs declaration (accounting for 26.5% of enterprises carrying out customs procedures at the Customs Department) with 2,914 declarations. In addition, the Customs sector has granted a tax exemption list for the animal feed production project in Hoang Mai Industrial Park; raw materials for the production of mobile speakers under the BSE high-tech project; Toan Thang Packaging Company's environmentally friendly packaging factory in Nam Cam Industrial Park...
With many innovative ways to attract businesses to participate in import and export in Nghe An, in the first 9 months of 2013, this sector operated effectively. Export products include cement, Proximaceous roofing sheets, iron and steel of all kinds, floor tiles, iron ore concentrate, Magan ore concentrate, processed white stone, acacia wood chips, tapioca starch, stone, stone powder of all kinds... Imported goods are mainly gasoline, motorbike spare parts, Ammonium sulphate fertilizer, soybean meal, sawn timber from Laos, rolled aluminum, plastic pellets, sawn timber, round timber of all kinds, with a total import and export turnover of more than 447.3 million USD.
With diversified activities in the field of import and export and strengthening the supervision and management of Customs, tax policies, tax rates, tax prices and implementation of correct and full collection, limiting bad debt... Nghe An Customs sector has exceeded the assigned plan on State budget revenue, in the past 9 months, the State budget revenue was more than 754.8 billion VND (the plan for 2013 was 720 billion VND), of which import tax was more than 184 billion VND, value added tax was 467.5 billion VND, special consumption tax was more than 34.2 billion VND...
In the context of many difficulties in import and export, with the timely participation of all levels and sectors as well as the efforts of enterprises, Nghe An's import and export sector has achieved very encouraging results.
