Removing difficulties and obstacles, creating conditions for cooperative economy to develop

(Baonghean.vn) - On August 31 in Vinh City, Nghe An Province Cooperative Union held a conference of member units to implement Directive No. 19/CT-TTg of the Prime Minister dated July 24, 2015 on promoting the implementation of the Law on Cooperatives.

The 2012 Law on Cooperatives took effect in July 2013. Up to now, after more than 2 years, over 40 new cooperatives and hundreds of cooperative groups have been established, bringing the total number of cooperatives and grassroots people's credit funds in the province to 595 units and 2,890 cooperative groups.

The provincial steering committee for collective economic development has directed over 15% of cooperatives to convert to operating under the Cooperative Law, currently 39 cooperatives have converted to operating under the new law. At the same time, many new-style cooperatives have been built to bring benefits to members, contributing greatly to the implementation of the tasks of socio-economic development, poverty reduction, ensuring social security and building new rural areas in districts, cities, towns... However, in the process of organizing the implementation of the 2012 Cooperative Law, there are still many difficulties, especially the work of converting cooperatives, the development policy mechanism, building and replicating typical new-style cooperative models, the leadership and direction of Party committees and authorities of some localities have not paid due attention, the state management of cooperatives at all levels and sectors has not been implemented synchronously and effectively.

To implement Directive 19/CT-TTg of the Prime Minister, the Provincial Cooperative Union has promoted propaganda work in various forms, organized competitions to learn about the Law on Cooperatives 2012... Through that, it aims to raise people's awareness of the nature and value of the collective economy in general, and cooperatives in particular; advise the Provincial People's Committee to organize dialogue conferences between relevant departments and branches with cooperatives to remove current difficulties and obstacles of cooperatives, especially land policies, loan policies, tax policies, social insurance policies, and provisions...

Coordinate with sectors and localities to do a good job of consulting and mobilizing the establishment of new cooperatives according to the 2012 Cooperative Law, and at the same time focus on directing the conversion of cooperatives to operate according to the 2012 Cooperative Law, striving that by June 30, 2016, all cooperatives subject to conversion must complete the organization of conversion and registration of operations according to the 2012 Cooperative Law...
