Removing difficulties and obstacles in implementing social insurance and health insurance policies

(Baonghean.vn) - On the morning of June 4, the Provincial People's Committee held a working session to listen to and give opinions on the implementation of policies on social insurance and health insurance in the province. Attending were representatives of the provincial Social Insurance and related sectors. Comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired.

In 2014 and the first 3 months of 2015, the provincial Social Insurance coordinated with specialized agencies of the Provincial People's Committee to effectively ensure health insurance premiums for subjects covered by the state budget; disseminate policies and laws on social insurance and health insurance; inspect and handle violations of laws on social insurance and health insurance.

Mr. Le Truong Giang - Deputy Director of the Provincial Social Insurance reported on the implementation of social insurance and health insurance policies in 2014 and the first 3 months of 2015.

As of March 31, the whole province had 2,204,943 people participating in social insurance and health insurance, an increase of 12,399 people compared to the end of 2014. The total revenue of the whole province was 911 billion 576 million VND, an increase of 64 billion 973 million VND compared to the first quarter of 2014.

However, the social insurance debt is still high (as of March 31, the total debt of the whole province was 267 billion 689 million VND, accounting for 6.6% of the receivables), the abuse of the health insurance fund has not decreased; the health insurance coverage rate is still low compared to the national average...

At the meeting, leaders of relevant sectors also gave opinions to remove difficulties and obstacles related to the implementation of social insurance and health insurance policies in the province.

Mr. Bui Dinh Long - Director of the Department of Health said: "The Department will develop criteria and standard treatment regimens for cases, and at the same time encourage medical facilities to apply information technology in managing medical records to easily check and control the use of the health insurance fund for medical examination and treatment".

Ms. Nguyen Thi Kim Chi - Director of the Department of Education and Training said: "The Department will direct a final resolution to the situation of 61 officials seconded to general schools but receiving salaries, allowances and paying social insurance at the Department of Education and Training, leading to a situation where when they retire, they are not entitled to seniority allowance for teachers."

Comrade Le Xuan Dai concluded at the meeting.

Concluding the working session, comrade Le Xuan Dai requested the provincial Social Insurance to soon have solutions to complete the assigned targets, focusing on collection, developing participants, reducing outstanding social insurance and health insurance debts, and managing the health insurance fund.

The Vice Chairman of the Provincial People's Committee also requested the Social Insurance sector to coordinate with the Department of Health to promote solutions to ensure the rights of people with health insurance cards when going to medical examination and treatment and promptly prevent acts of abusing the health insurance fund; coordinate with the Department of Labor, War Invalids and Social Affairs, the Department of Education and Training, and the Provincial Labor Federation to resolve urgent issues in the implementation of social insurance and health insurance policies and laws, avoiding risks of arising complaints and lawsuits.
