Removing obstacles in implementing social insurance policies for businesses
(Baonghean.vn) - On the morning of November 1, the Provincial Business Bloc Party Committee and the Provincial Social Insurance held a conference to discuss difficulties in implementing social insurance, health insurance, and unemployment insurance policies.

The Party Committee of the Enterprise Bloc currently has 125 enterprises with affiliated party organizations, with nearly 11,000 employees. Up to now, there are nearly 80 enterprises still owing social insurance, health insurance, and unemployment insurance with a total amount of nearly 39 billion VND. Among them, there are enterprises with debts lasting over 70 months.
In an open and frank spirit, at the dialogue, businesses directly raised many questions and concerns related to issues such as: difficulties in implementing the electronic transaction system for procedures to resolve short-term benefits; resolving records of receiving heavy and toxic benefits for employees; managing social insurance books for retired employees, instructions on state policies and regulations on social insurance, late social insurance payment interest rates, etc.
The opinions of businesses participating in the dialogue were that, in the current period, businesses are facing many difficulties in production and business, especially the state budget debt to businesses, leading to social insurance debt.

To resolve the immediate difficulties, business representatives suggested that the Social Insurance Agency needs to have solutions and create favorable conditions to support businesses, such as extending the deadline for paying social insurance in stages and extending the time to start calculating interest on social insurance debt.
Questions and recommendations from businesses at the dialogue session were answered specifically and thoroughly by representatives of the sectors and Director of the Provincial Social Insurance, Le Truong Giang.

According to Mr. Giang, social insurance arrears are a "hot" issue that the public and workers are particularly concerned about. Paying social insurance for employees is a mandatory regulation for businesses to ensure the rights and honor of employees.
For acts of fraud and evasion of social insurance, health insurance and unemployment insurance for employees, the provincial Social Insurance will inspect, impose administrative penalties and in some cases, send the case to the police for criminal prosecution to enhance responsibility for enforcing the law on insurance.
“Most of the enterprises in the Provincial Business Bloc Party Committee are aware of paying social insurance for employees. However, there are still some enterprises that have not voluntarily complied. Therefore, the Provincial Social Insurance hopes that enterprises will cooperate closely in fulfilling their social insurance obligations to ensure the rights of employees,” said Mr. Giang.

Sharing difficulties with businesses, Secretary of the Provincial Business Bloc Party Committee Thai Khac Thu affirmed that the Party Committee focuses on leading and directing, accompanying businesses to effectively carry out production and business tasks to fulfill the obligation to pay social insurance for employees.
At the same time, the leaders of the Provincial Business Bloc Party Committee will receive and recommend opinions and recommendations from businesses to superiors for timely resolution.
