77 group discussion comments
Entering the working session, the Secretary of the session, Mr. Pham Van Hoa - Chief of Office of the Provincial People's Council reported on the summary of opinions at the group discussion session held on the afternoon of December 18.
Accordingly, there were 77 opinions of the Provincial People's Council delegates discussing and evaluating the socio-economic situation in 2017, tasks in 2018; many practical issues that are arising, existing, and urgent; draft resolutions to be submitted to the meeting.
The issue that many delegates are concerned about is that 3 important indicators, such as the growth rate of gross regional domestic product (GRDP), budget revenue, and average income per capita achieved in 2017 compared to the target set by the Provincial Party Congress until 2020, are still too low. Therefore, delegates of the Provincial People's Council proposed that the Provincial People's Committee should have measures and solutions to complete the 5-year plan 2016 - 2020.

The issue that delegates are concerned about is the development of agricultural development plans and the issuance of policies to support land accumulation to encourage businesses, cooperatives, and households to produce agriculture in a concentrated manner and apply high technology.
In addition, the provincial People's Council delegate also suggested that the province should have a support mechanism for cooperatives to develop steadily; have a mechanism to enhance the responsibility and obligations of forest owners in forest fire prevention and control. According to the provincial People's Council delegate, the policy of assigning forest management and protection should not only be for poor households (because there are some groups that are unable to work) but should also be expanded to include near-poor households.
The abuse of pesticides and plant protection drugs in agricultural production still occurs, but the regulations of the handling agency are still unclear, so the process of monitoring and checking implementation encounters many difficulties.

Many delegates from mountainous districts said that the implementation of Decree No. 75/2015/ND-CP on forest planting loans still faces many difficulties, many people have not benefited from the policies, and requested the province to pay attention.
In addition, many opinions of the Provincial People's Council delegates also mentioned and requested the Provincial People's Committee and sectors to rectify the unsustainable situation of new rural construction; resolutely handle projects that are not implemented, projects that are behind schedule, and promote the efficiency of land use; the situation of buses speeding, recklessly overtaking, and competing for passengers, posing many potential risks of traffic accidents; the situation of oversized and overloaded vehicles circulating on National Highways, Provincial Roads, District Roads, and inter-commune roads is still common, causing damage to the roads; some irrigation works are degraded, with limited irrigation efficiency...
The state of the degraded power system, makeshift and unsafe power poles and the restoration of rural low-voltage power grids; the state of land disputes and administrative boundary disputes between districts have not been completely resolved.
Many delegates said that administrative reform is still not synchronous and comprehensive; the handling of officials and civil servants who violate and harass is not strict; complaints and denunciations related to land disputes, granting of land use right certificates, and site clearance are still common, and suggested that the Provincial People's Council should strengthen supervision of the settlement of complaints and denunciations...

Discuss many issues in focus
The discussion session at the conference hall had many key opinions raised by delegates. Opening the discussion session at the conference hall, delegate Bành Hồng Hiển - Deputy Director of Nghe An Electricity Company directly explained 4 contents that the delegates of the Provincial People's Council and voters of the province were interested in related to the reception and return of the rural power grid; renovation of the power grid system after reception; electricity bill collection; handling of electric poles in the middle of the road after new rural construction.
Next, based on the analysis of many factors and affirming to the Provincial People's Council that the targets of growth rate, budget revenue, and per capita income will be achieved by 2020, delegate Nguyen Van Do - Director of the Department of Planning and Investment, said that one of the solutions implemented by the province in 2018 is to review the 5-year plan targets and the targets of the Provincial Party Congress for the 2015-2020 term, thereby proposing solutions for each sector, field, and locality.
Along with that are solutions to create an investment environment, especially removing difficulties and obstacles related to land, administrative reform, enhancing the responsibility of enterprises; solutions to direct and urge more strongly at all levels and sectors, overcoming the mindset of holding back.
Concerned about the draft Resolutions presented at the meeting, delegate Cao Thi Thuy (Dien Chau) pointed out the current reality of Dien Phu commune, where primary school has more than 400 students and preschool has more than 500 children; in the next 5 years, each class has an average of 45 students, so Dien Phu Secondary School will have 11-12 classes. This reality requires the Provincial People's Council to consider ensuring the long-term sustainability of the merger of Dien Phu and Dien Loi Secondary Schools, avoiding the situation where at the beginning of the term, they request the merger policy and at the end of the term, they request the separation of the schools.

Regarding the draft Resolution on agricultural policies, delegate Tran Van Huong (Nam Dan) suggested that the province should focus on resources to ensure policy implementation, because in reality, some agricultural policies have not been fully implemented in the past, such as the policy to support farmers in buying plows and transplanters. Some farmers have bought them but have not had resources to support them.
Delegate Tran Van Huong also asked for specific solutions to achieve two targets in 2018, including the target of reducing birth rate and training over 60% of workers.
Also concerned about agricultural policy, Director of the Department of Science and Technology Tran Quoc Thanh said that it is not advisable to detail the objects of plants, animals, and technological processes, because these objects can change continuously at each time, leading to limitations in the long-term nature of the policy and making it difficult to implement; therefore, it is necessary to stipulate the level of support, and the objects of support are assigned to the Department of Agriculture and Rural Development and the Department of Science and Technology to choose annually.
Similarly, it is not necessary to clearly identify plants and animals that are special or indigenous to each locality, but must come from practice based on research by the Department of Science and Technology and selected by the localities.

Also at the discussion session in the hall, Directors of the Departments of Agriculture and Rural Development explained agricultural support policies, and Deputy Directors of the Department of Education and Training explained planning and development of the school network in the province./.
