Removing the 'bottleneck' to build a resettlement area for flash flood victims in Ky Son

Nghe An Provincial People's Council has just issued a Resolution to change the purpose of forest land use to other purposes to implement projects in Nghe An province. This includes the project to build infrastructure for the emergency resettlement area for people affected by flash floods in Ky Son district.

On October 18, 2024, the People's Council of Nghe An province issued Resolution No. 75/NQ-HDND on the policy of converting 38.52197 hectares of natural forest, including 26.38343 hectares of protection forest; 11.05078 hectares of production forest and 1.08776 hectares of other than the three types of forest to implement projects in the province. Of which, 4.0169 hectares are for building infrastructure for the emergency resettlement area for people in Muong Xen town and Ta Ca commune, Ky Son district.

Previously, at the end of September and the beginning of October 2022, a terrible flash flood occurred in Ky Son district, causing severe damage to people and property in Muong Xen town and Ta Ca commune.

In order to quickly stabilize the mindset of people in flood-affected areas, on March 9, 2023, the People's Council of Ky Son district also issued Resolution No. 10/NQ-HDND on the investment policy of public investment projects in Ky Son district, including the project to build an emergency resettlement area for people in flash flood-affected areas in Ta Ca commune and Muong Xen town (phase 1). Immediately after that, the People's Committee of Ky Son district also found 2 locations to build a resettlement area for people in Cau Tam village, Ta Ca commune, with an area of ​​about 8.6 hectares and one location in Hoa Son village, Ta Ca commune with an area of ​​about 3.9 hectares.

At the 3.9 ha resettlement site in Hoa Son village, Ta Ca commune, there is a scale of building housing for 54 households, each plot of land has an area of ​​210m22up to 230m2. The total investment of this project is 31.5 billion VND, of which the central budget reserve is 30 billion VND, and the Ky Son district budget is 1.5 billion VND. The project started on November 15, 2023.

The resettlement site in Cau Tam village, also in Ta Ca commune, was built with a total capital of 65 billion VND, including 35 billion VND from the provincial budget reserve, 20 billion VND from the Nghe An Provincial Fund for the Poor and Relief Fund, and 10 billion VND supported by Thien Tam Fund (Vingroup). This is a group C project, when completed, it will meet the living needs of more than 150 households.

Both of the above mentioned resettlement sites are invested by Ky Son district. However, because the area planned to build the resettlement site in Cau Tam village is natural forest land, before starting the implementation, the Provincial People's Council must approve the policy of changing the purpose of forest use before the next steps can be carried out.

According to our information, after the Provincial People's Council issued Resolution 75 on the conversion of the above-mentioned forest use area, on October 25, 2024, the Provincial People's Committee issued Document No. 9418/UBND-NN on the implementation of Resolution No. 75. Accordingly, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with the Department of Natural Resources and Environment and relevant departments, branches, localities and units based on Resolution No. 75 to implement and advise the Provincial People's Committee to implement in accordance with regulations.

Mr. Nguyen Viet Hung - Chairman of the People's Committee of Ky Son district, said: The issuance of Resolution 75 by the Provincial People's Council on converting the purpose of forest land use in Cau Tam village to implement the project of building a resettlement area for people in flash flood areas is very timely, contributing to removing "bottlenecks" to implement the project.

"After receiving the guidance documents, we will continue to implement the project to arrange for people to move to new housing as soon as possible," Mr. Hung shared.
