(Baonghean) - Between the results achieved and the requirements set to build Nghe An into a fairly developed province in the Northern region, the work of hunger eradication and poverty reduction must create a breakthrough in a fast and sustainable direction. Nghe An Newspaper reporter had a conversation with comrade Lu Dinh Thi - Secretary of Que Phong District Party Committee on this issue.

- Que Phong is one of the three poorest districts in the province and one of the 62 poorest districts in the country. In recent years, Que Phong has achieved some results in hunger eradication and poverty reduction. So, can the District Party Secretary tell us about the locality's approach in implementing the above work?

- The Resolution of the Que Phong District Party Congress for the 2010-2015 term has determined the goal of sustainable poverty reduction. In 2011, the poverty rate of the district was more than 50% but now it is only more than 37%. In previous years, the poverty rate decreased faster, but this year it has only decreased by nearly 3%, but I think that is a very accurate assessment of the local reality. To quickly and sustainably eliminate hunger and reduce poverty, we must first find a direction for the people, identify the strengths of each region, and from there focus on investment and development, especially plant and animal varieties suitable for each actual condition. Second, the leaders of the political system at the grassroots level such as Party cell secretaries, village chiefs, and Party members must be exemplary role models.leading the way in sustainable poverty reduction, so that poor households can learn and follow suit. Next, it is necessary to clearly identify the connection between poor, near-poor, and well-off households in the direction of common production development so that they can help each other...

- In many localities, key plant and animal varieties are also identified, but when it comes to production, farmers are stuck because they cannot find outlets for their agricultural products. What is the situation in Que Phong, comrade?

- In Que Phong, when determining to introduce plant and animal varieties suitable for each region, we determined that there must be core, spearhead, and key plant and animal varieties for production on a commodity scale. To do so, there must be a connection between farmers, the State, scientists, and businesses to consume products for farmers and the role of banks to lend capital to people. For a long time, we often talk about the "4-house" connection. Currently, for passion fruit, we have an output thanks to good implementation of that connection. Now, in the Northwest region of the district, we are developing the yellow flower tea area and applying this model, closely connecting with businesses and scientists... Implementing poverty reduction work, the later it gets, the more difficult it is, so there must be truly fundamental solutions, a tight roadmap, not just making a plan and simply implementing it to reduce poverty.

- Yes, according to you, the work of hunger eradication and poverty reduction will become more and more difficult. So, in the coming time, what will Que Phong's direction be in this matter?

- In addition to the production solutions as I mentioned above, the district has determined to implement the mechanisms and policies of the superiors, promote the internal strength of the locality and the people, and have additional mechanisms and policies to support the core in hunger eradication and poverty reduction to create a spreading effect in the community. Currently, Que Phong's biggest concern is that in 2015, all rice support programs for people in the resettlement area of ​​Hua Na Hydropower Plant will end. We have had a program to support production for people in the resettlement area and submitted it to the Department of Agriculture and Rural Development but it has not been approved. Therefore, the district really hopes that the program will be approved soon to be implemented to help people in this area stabilize their lives.

- Many opinions share the same view that the mindset of waiting and relying on others among a segment of the poor is a major obstacle in the poverty reduction effort. From the local reality, could you please share your views on the above view and solutions to create positive changes in sustainable poverty reduction?

- In my opinion, the above statement is correct! Currently, we have many mechanisms and policies to support the poor. As a result, people have a mindset of waiting and relying. On the other hand, although there are many mechanisms and policies to support the poor, there are many implementing agencies, so the implementation is still overlapping, fragmented and fragmented. Therefore, first of all, there needs to be a common, comprehensive policy, gathered into one agency, to create total efficiency. Second, the way to support the poor should also change in the direction of gradually reducing free money, increasing support solutions, investing in science and technology in production, and showing the poor how to do it. In particular, in the economic development project of the Western region to implement Resolution 26 of the Politburo on developing Nghe An until 2020, solutions in this direction will be more appropriate, contributing to rapid and sustainable poverty reduction for the entire Western region, thereby helping the whole province successfully implement Resolution 26 of the Politburo.
