Change in pension calculation from January 1, 2018: Many people apply for early retirement
Fearing that they will be disadvantaged when changing the way pensions are calculated from January 1, 2018, many workers have applied for early retirement.
Up to this point, there is still no official information on whether or not there will be a roadmap to change the pension calculation method applicable to women from January 1, 2018. Therefore, at the Health Assessment Centers, the number of people coming to ask for assessment for early retirement has increased dramatically, in some localities it has increased 3 times compared to normal.
Faced with the shortcomings in changing the way pensions are calculated from January 1, 2018 according to Clause 2, Article 56 of the Law on Social Insurance, many people expect that this issue will be submitted by the Government to the National Assembly for consideration at the 4th session of the 14th National Assembly. However, the session has ended and the issue of changing the way pensions are calculated has not been raised, so many people are still very concerned.

Mr. Pham Luong Son - Deputy General Director of Vietnam Social Security said that he had heard information from localities that female workers who have their health assessed for early retirement have increased. This is not surprising, because workers calculate it to their advantage.
However, there are currently no official figures on the number of people applying for early retirement. Mr. Pham Luong Son requested the Social Policy Department to provide information to the media.
Also related to this issue, Mr. Nguyen Duy Cuong - Deputy Director of the Department of Social Insurance (Ministry of Labor, War Invalids and Social Affairs) said: In the recent National Assembly session, there were a number of opinions related to changing the way pensions are calculated. Based on the opinions of delegates and voters, the Ministry of Labor, War Invalids and Social Affairs reported to the Government and the Government Standing Committee. "This issue is stipulated in the Law, so adjustment is the authority of the National Assembly.
Currently, the Government is reporting to the National Assembly on this content. The plan still has to wait for the National Assembly. According to the Law on Social Insurance, Clause 2, Article 56 does not have a roadmap, so it is proposed to have a plan to apply a roadmap so that the difference between the pensioners of the previous year and the following year is not too large" - Mr. Cuong said.
Mr. Nguyen Duy Cuong also noted that workers should consider health assessment for early retirement, because not everyone who retires early will benefit, each year of early retirement will have 2% of salary deducted.
According to the 2014 Social Insurance Law, from January 1, 2018, many female workers retiring in 2018 will receive a much lower pension than those with the same social insurance contribution period retiring in 2017 (in many cases up to 10%).
The time to apply the new law is approaching. Many people have “run” the procedures to retire before January 1, 2018. According to the majority, in principle, women must pay social insurance for 30 years to receive 75% of the basic salary, which is completely correct.
However, there is a “limp” when after just one night, from December 31, 2017 to January 1, 2018, women with the same number of years of work (25 years), just one day difference, lost 10% of their salary. Obviously, this is not beneficial, even unfair for many women./.
