8,239 more TNXP cases have their benefits resolved

(Baonghean.vn) - On the morning of June 16, the Provincial People's Committee held a conference to review 3 years of implementing Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister regulating the regime for Youth Volunteers (TNXP) who have completed their tasks in the resistance war. Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the conference.

This is a very important conference in resolving difficulties in the implementation of Decision 40/2011/QD-TTg of the Prime Minister.

Over the past 3 years, Nghe An has paid attention to directing the timely implementation of Decision 40 of the Prime Minister and inter-ministerial circulars, ensuring the set progress, actively contributing to the work of resolving policies for people with revolutionary contributions. The work of receiving and reviewing documents ensures compliance with the prescribed procedures and order and transparency, resolving the regime for the right people and the right policies.

After 3 years of implementation, all levels and sectors have received 12,894 dossiers, of which 11,391 dossiers have been appraised, 1,503 dossiers are being appraised; 3,152 dossiers do not meet procedural standards (the reason is that these are dossiers requested by the Association of Former Youth Volunteers to be left behind, dossiers left behind by the Department of Labor, Invalids and Social Affairs due to having enjoyed some other policies, and dossiers returned by the Emulation and Reward Board due to improper procedures).

Implementing Decision 40, the Provincial People's Committee has decided to resolve the subsidy regime for 8,239 Youth Volunteers, bringing the total number of Youth Volunteers whose regimes have been resolved to over 17,000 (6,192 cases of one-time subsidy for living Youth Volunteers, 1,748 cases of one-time subsidy for relatives of deceased Youth Volunteers, 10 cases of monthly subsidy for living Youth Volunteers, 289 cases of monthly subsidy adjustment).

Ms. Tran Thi Xuan - Deputy Head of the Department of Labor, War Invalids and Social Affairs of Yen Thanh district pointed out the difficulties in appraising records at the grassroots level, especially determining the codes and areas of operation of former Youth Volunteers.

At the conference, the delegates focused on discussing the problems in the implementation of Decision 40 such as difficulties in appraising documents at the grassroots level; Many documents of the Youth Volunteers of Nghia Dan district have been submitted to the province but have not been resolved; Members of the Association of Former Youth Volunteers who completed their tasks in the resistance war in the whole province have not yet been able to borrow capital to develop production and reduce poverty according to the Decision because the State Bank has not yet provided specific instructions and has not yet arranged capital for the Social Policy Bank to implement, etc.

Ms. Ho Thi Thuy - Head of Policy Department - Meritorious People, Department of Labor, Invalids and Social Affairs reported: The whole province currently has over 7,000 former Youth Volunteers whose policies have not been resolved. It is expected that by the end of 2015, 5,000 cases of former Youth Volunteers will be resolved according to Decision 40.

Representatives of the Department of Labor, Invalids and Social Affairs, the Association of Former Youth Volunteers, and the Provincial Emulation and Reward Board also answered questions about policies and procedures, the return of incomplete documents, and reported specifically on the process and roadmap for implementing Decision 40, clearly stating the responsibilities of the industry, province, and central government.

Comrade Le Xuan Dai requested that all levels and sectors need to coordinate more smoothly to speed up the implementation of support policies for Youth Volunteers.

In his concluding remarks at the conference, comrade Le Xuan Dai affirmed that the implementation of policies for Youth Volunteers in the two resistance wars is very important because this is a long-standing issue that needs to be resolved. The Vice Chairman of the Provincial People's Committee commended the efforts of all levels and sectors in promptly and synchronously deploying solutions to accelerate the implementation of Decision 40 of the Prime Minister... and also pointed out the shortcomings that need to be overcome, especially the lack of coordination between all levels, sectors and localities.

Comrade Le Xuan Dai requested: Localities need to continue to promote the dissemination of Decision 40 and related documents to the subjects; Urgently guide the subjects to declare and complete the dossiers and send them to the provincial level; Sectors actively urge the completion of dossiers, as well as promptly appraise the dossiers to submit to the Provincial People's Committee to decide on the subsidy regime for the Youth Volunteers.

Comrade Le Xuan Dai awarded Certificates of Merit from the Provincial People's Committee Chairman to individuals and groups that have made good efforts in resolving policies for Youth Volunteers.

On this occasion, the People's Committee of Nghe An province awarded 4 collectives and 23 individuals for their outstanding achievements in implementing Decision 40/2011/QD-TTg of the Prime Minister./.
