This morning (February 29), the National Conference of Cadres to disseminate the implementation of the Resolution of the 4th Central Conference (11th term) "Some urgent issues on Party building at present" closed at the National Convention Center. The General Secretary believes that we must have high determination, determination to do it. If we are determined and learn from experience as we go, we can do it. However, the implementation process needs to be done carefully, not hastily, and done step by step.

The second is about self-criticism and criticism - the key issue. Regarding the content of criticism, it is necessary to grasp the plans, focus on the 3 contents in the Politburo's Directive, and always determine that this is an annual task. The evaluation of cadres must first of all see whether they have completed the task or not? With what motive? What was the process? Review of political ideology, ethics and lifestyle? When reviewing, it is necessary to stick to the 19 things that party members are not allowed to do, and make those 19 things public for the masses to monitor.

The General Secretary also raised the issue of where the degradation of political ideology, morality and lifestyle is manifested? The role of the leader in relation to the Party Committee and individuals. The target of implementation is all cadres and Party members from the Central to the grassroots level, in their respective positions.

In criticism and self-criticism, do not wait for a conference, do not wait for a policy mechanism, but right now each comrade, each cadre should self-examine and examine himself to see how he is. This will create deep and lasting trust. However, it does not only depend on individual self-awareness, but also requires close supervision from the collective, public opinion and the press.

The General Secretary also raised some concerns of delegates about the way of doing things. Accordingly, after this review, it should be made into an annual routine, with an inspection at the end of the year, linked to the resolution of tasks at the local level and a vote of confidence. If there are violations, discipline must be taken, but it is necessary to determine that discipline is the last resort, and it is necessary to promote the spirit of helping comrades see their mistakes. There should be a mechanism to protect those who give opinions, avoiding the state of knowing but not daring to speak out for fear of being persecuted. It is necessary to continue to pay attention to personnel work, there should be a mechanism to accurately select cadres, creating conditions for grassroots cadres.
