Additional allowances for teachers of the disabled and special occupations
Teachers who teach both theory and practice; teachers who are artisans; teachers who teach hard, toxic, dangerous jobs; and teachers who teach people with disabilities will receive additional allowances.

That is the content of the draft Decree regulating special allowances for teachers drafted by the Ministry of Labor, War Invalids and Social Affairs.
The Decree applies to teachers (including those on probation or contract) who are teaching in vocational education centers, secondary schools, colleges; centers to support the development of inclusive education, higher education institutions and enterprises registered to operate public vocational education.
According to the draft, teachers who teach both theory and practice will receive an allowance of 0.1 compared to the basic salary, calculated based on the number of hours of actual integrated teaching.
Artisans (those who are considered and awarded the title of excellent artisan or higher by the State), people with high vocational skills (with national vocational skills certificate level 4 or higher or worker level 5/6, 6/7 or higher) are entitled to an allowance equal to 20% of the current salary plus leadership position allowance and seniority allowance beyond the framework (if any).
Teachers who directly teach people with disabilities using specialized education methods in schools, classes for people with disabilities, and centers to support the development of inclusive education are entitled to a responsibility allowance coefficient of 0.3 compared to the basic salary.
Teachers who directly teach people with disabilities using the inclusive education method in vocational education establishments are entitled to a responsibility allowance coefficient of 0.2 compared to the basic salary and calculated according to the actual number of teaching hours in classes with people with disabilities.
Teachers who teach practice in practice rooms and workshops of vocational education establishments with occupations that involve one of the following factors: hard, toxic, or dangerous are also entitled to allowances.
Teachers' allowances are divided into four levels, from 0.1 to 0.4 compared to the basic salary, corresponding to jobs with one to four elements in the arduous, toxic, and dangerous elements specified in the Decree.
Allowances are paid with the monthly salary of teachers and are not used to calculate social insurance contributions and benefits.
The draft is being consulted by the Ministry of Labor, War Invalids and Social Affairs to complete before official issuance./.
