At the press conference of the Ministry of Home Affairs, Deputy Minister Tran Anh Tuan said that one of the three key tasks of the Ministry this August is to organize exams to promote civil servants from specialist to senior specialist, and from senior specialist to senior specialist in 2011-2012.
The new feature of the first two exams implementing the Law on Civil Servants is competitive exams. On the one hand, the law must be enforced correctly, on the other hand, it must ensure the improvement of the quality of the civil servant team, and the exams must be conducted fairly, transparently, and seriously.
The Minister of Home Affairs has decided to establish two councils instead of just one as before, which are the examination organizing council and the council responsible to the Minister to supervise this examination.
Another new point is that the salary coefficient (for example, salary coefficient 3.66 for the senior specialist exam) is no longer a mandatory condition for registering for the exam as before. This is to ensure that young civil servants have the opportunity to register for higher positions than the job they are currently doing without having to wait for the full salary coefficient as before.
Also at this press conference, the representative of the Ministry of Home Affairs said that in the draft Decree amending and supplementing the handling of responsibilities of leaders when corruption occurs, depending on the subject and nature of the violation, an appropriate penalty framework will be applied. The responsibility of the leader is joint responsibility. Currently, this draft Decree (being submitted to the Government for consideration) has stipulated three penalty frameworks: reprimand, warning and dismissal./.
