Pilot project to protect workers' rights in establishments prone to prostitution
Provinces and cities with a large number of service establishments prone to prostitution will be selected to pilot a support model to ensure the rights of workers in these "sensitive" service establishments.

This is the content presented at the Conference on implementing the Program on preventing and combating prostitution in the period of 2016-2020 organized by the Ministry of Labor, War Invalids and Social Affairs on May 12 in Hanoi.
According to current law, prostitution is a violation of the law. However, socially, prostitutes are a vulnerable group (abused, subjected to violence, trampled on dignity, exploited, infected with sexually transmitted diseases, discriminated against, and unable to access medical and social services).
Therefore, one of the tasks of the Program on Prostitution Prevention and Control for the period 2016-2020 is to build a pilot support model to ensure the rights of workers in service establishments that are prone to prostitution...
The pilot will be carried out over a period of 3 years (from 2016 to 2018) in 5-10 provinces and cities selected based on the number of service establishments prone to prostitution in the area and the number of workers at service establishments....).
At the same time, some provinces and cities with a small number of service businesses will also conduct a pilot project as a control. In the period of 2018-2020, based on the results of the small-scale pilot, the model will be evaluated and replicated nationwide.
The support model aims to ensure the rights of workers in service businesses in Vietnam, providing information and practical evidence for the selection and planning of legal policies and intervention programs for sex workers, especially in the process of researching, developing and perfecting the law on prostitution in Vietnam.
Mr. Nguyen Xuan Lap, Director of the Department of Social Evils Prevention (Ministry of Labor, War Invalids and Social Affairs) said that the Program on Prostitution Prevention and Control for the period 2016-2020 will resolutely destroy and eliminate prostitution and sexual exploitation venues. In particular, prostitution prevention and control activities during this period are carried out based on the principle of respecting civil rights, human rights and reducing the harmful effects of prostitution on society.
Currently, across the country, new subjects and forms of prostitution and prostitution brokerage have appeared through the internet, Facebook, Zalo... The number of prostitutes using drugs has increased. Prostitutes are of many different ages and backgrounds, of which, those without stable jobs and self-employed account for more than 75%, 20% are in businesses, 3% are civil servants. 80% of pimps and brokers are aged 18-25./.
