Piloting salary and income payment levels for the social insurance sector
On September 7, the Prime MinisterdecisionPilot implementation of salary and income payment levels for the Vietnam Social Insurance (VSI) sector in the period 2012 - 2015.
The subjects of the pilot salary payment level include: 1- Civil servants, public employees and people working under labor contracts in units under the Vietnam Social Security; 2- People working under labor contracts whose salaries have been classified according to Decree No.204/2004/ND-CPdated December 14, 2004 of the Government working in social insurance organizations established under the provisions of Clause 1, Article 48 of Decree No.68/2007/ND-CPApril 19, 2007; 3- Civil servants, public employees and people working under labor contracts in units under the labor sector are assigned to implement unemployment insurance policies according to the provisions of Decree127/2008/ND-CPDecember 12, 2008.
Subjects of the pilot income supplement payment level include: 1- Subjects of the pilot salary payment level mentioned above; 2- Officers, professional soldiers, non-commissioned officers, soldiers and people working with salaries similar to those of soldiers and people's police working in social insurance organizations established according to regulations in Clause 1, Article 48 of Decree 68/2007/ND-CP.
Salary payment level is 1.8 times higher than the regulation.
Based on the number of staff and the budget for assigned management activities, the salary expenditure level for the three subjects piloting the salary expenditure level mentioned above is 1.8 times higher than the salary regime for cadres, civil servants and public employees prescribed by the State (salary scale, rank, position and allowances, excluding night shift and overtime allowances).
The difference between the actual salary level as prescribed and the salary regime for cadres, civil servants and public employees prescribed by the State shall not be used to calculate and enjoy social insurance, health insurance, unemployment insurance and trade union fees.
Supplement income from the budget for management activities as prescribed in Clause 3, Article 9 of Decision No. 04/2011/QD-TTg dated January 20, 2011. Specifically, for the 3 subjects piloting the salary expenditure level mentioned above, the average expenditure level of the whole industry shall not exceed 0.2 times the salary regime for cadres, civil servants and public employees prescribed by the State (salary scale, rank, position and allowances, excluding night shift and overtime allowances).
For the pilot subjects of the additional income expenditure level, which are officers, professional soldiers, non-commissioned officers, soldiers..., the average expenditure level in the unit shall not exceed 1 time compared to the salary regime for cadres, civil servants and public employees as prescribed by the State (salary scale, rank, position and allowances, excluding night shift and overtime allowances).
The Decision takes effect from November 1, 2012 and is applied to the budget years from 2012 to 2015.
