Promoting the achievements in the past 5 years, on the occasion of the 985th anniversary of the title Nghe An (1030 - 2015), the 85th anniversary of Nghe Tinh Soviet Day (September 12, 1930 - 2015), with the honor of being awarded the First Class Independence Medal by the Party and State, creating new momentum in the patriotic emulation movement and towards the 18th Congress of Nghe An Provincial Party Committee, the 12th National Party Congress and the 9th National Patriotic Emulation Congress; The Provincial Party Committee - People's Council - People's Committee - Provincial Fatherland Front Committee launched an emulation movement in the period of 2016 - 2020 with the goal of: "Promoting the strength of great national unity, mobilizing internal resources, promoting investment attraction, building Nghe An into a fairly well-off province in the Northern region, developing towards industrialization and modernization, becoming a center of finance, trade, tourism, education and training, science and technology, health, culture, sports, high-tech industry of the North Central region; having a synchronous and gradually modern infrastructure system; improving the material and spiritual life of the people; having an advanced culture imbued with Nghe An's identity; solid national defense and security; ensuring social order and safety; building the Party and the political system increasingly strong".

To successfully achieve the above goal, the patriotic emulation movement needs to focus on the following contents:

1. Compete to restructure the economy in conjunction with renewing the growth model towards rapid and sustainable development. Strive for an average annual growth rate of gross domestic product (GRDP) from 2016 - 2020 of 10.5 - 11.5%. Promote the development of industry, trade and services. Enhance the application of science and technology to improve productivity, quality and competitiveness; mobilize and effectively use resources.

Continue to effectively implement the emulation movement "Nghe An joins hands to build new rural areas", striving to have 50% of communes and 3 districts meet the National New Rural Standards by 2020. Promote the emulation movements "Good workers, creative workers"; organize widespread emulation links between 4 houses: State - enterprises - farmers and scientists.

2. Focus on improving the quality of comprehensive education at all levels. Promote the emulation movement "Good teaching - good learning"; strive to have 70% of schools meet national standards by 2020. Effectively implement the emulation movement "Good medical ethics"; strive to have 8.5 doctors and 30 hospital beds per 10,000 people by 2020; 75% of communes, wards and towns meet the national criteria for health.

Compete to build an advanced culture, imbued with Nghe An identity, as a foundation for socio-economic development. Promote the emulation movement "When drinking water, remember its source". Mobilize resources to carry out hunger eradication, poverty reduction and ensure social security; strive to reduce the poverty rate by 2.5 - 3% each year.

3. Continue to promote the movement "Emulation to win", the movement "For national security", the movement "People's Public Security learns and implements Uncle Ho's 6 teachings"... to ensure the building of a national defense posture, associated with a strong people's security posture. Compete to improve the quality of building safe and combat-ready facilities and the movement of the whole people to protect national security. Promote the work of preventing, attacking and suppressing all types of crimes and social evils; strive to reduce traffic accidents.

4. Emulate to improve the effectiveness of Party building work, consolidate and develop the political system from the province to the grassroots level. Continue to carry out the emulation movement "Building a clean and strong Party organization"; effectively carry out the emulation movement "Loyal, creative, dedicated, exemplary cadres, civil servants and public employees" to improve the effectiveness and efficiency of management and operation of the government apparatus at all levels; effectively carry out administrative reform; actively prevent and combat corruption and waste.

Improve the effectiveness of the Fatherland Front and mass organizations. Widely deploy the campaign "All people unite to build a cultural life in residential areas". Continue to effectively implement the emulation movements "Good at public work, good at home"; "Green, clean, beautiful, ensuring occupational safety and hygiene", "Exemplary veterans, promoting the tradition of Uncle Ho's soldiers"; "Farmers compete in good production and business, unite to help each other get rich and sustainably reduce poverty"; the movement "5 shockwaves for socio-economic development and national defense, 4 accompaniment with young people to start a business", creating a vibrant emulation atmosphere in the entire Party Committee and people of the province.
