According to the direction and tasks of university and college admissions in 2011 of the Ministry of Education and Training, candidates with permanent residence in the province (city) are assigned to take the exam at the examination cluster in Vinh City, Quy Nhon or Can Tho but graduated from high school in other provinces (cities), independent candidates are not required to take the exam at the examination cluster assigned according to their permanent residence.

The 2011 admissions will maintain the 3 national exam clusters. Exam cluster in Vinh city: For candidates taking the exam for Vinh University and candidates with permanent residence in 4 provinces: Nghe An, Ha Tinh, Quang Binh, Quang Tri, who wish to take the exam for universities located in the Hanoi area. This exam cluster is chaired by Vinh University in coordination with related universities to organize the exam.

Exam cluster in Quy Nhon city: For candidates taking the exam for Quy Nhon University and candidates with permanent residence in 6 provinces of Binh Dinh, Phu Yen, Gia Lai, Kon Tum, Quang Ngai, Quang Nam who wish to take the exam for universities located in Hanoi and Ho Chi Minh City. This exam cluster is chaired by Quy Nhon University in coordination with related universities to organize the exam.

Exam cluster in Can Tho city: For candidates taking the exam to Can Tho University and candidates with permanent residence in 9 provinces: Ca Mau, Bac Lieu, Kien Giang, An Giang, Vinh Long, Hau Giang, Tra Vinh, Soc Trang, Can Tho city who wish to take the exam to universities located in the Ho Chi Minh City area. This exam cluster is chaired by Can Tho University in coordination with related universities to organize the exam.

As for candidates from the provinces mentioned in the 3 above examination clusters, if they register to take the exam for the National Defense and Police Universities or schools and gifted majors, they still have to go to the University or College to take the exam (not taking the exam at the cluster). Specifically: Sports, Arts, Fine Arts, Music, Painting, Theater and Cinema, Architecture, Industrial Fine Arts, Mass Culture and gifted majors of pedagogical schools.

The Ministry of Education and Training also assigned responsibilities to universities with candidates taking the exam at the 3 above-mentioned exam clusters. That is: Before May 20, 2011, notify the Chairman of the Inter-School Examination Council of the exam cluster of the number of candidates taking the exam for each block of their school; send exam notices to candidates. Before May 20, 2011, appoint and notify the Chairman of the Inter-School Examination Council of the list of officials participating in the Inter-School Examination Council, officials working as Head of the exam site, exam supervisors and the Secretariat corresponding to the number of candidates. On July 1, 2011, all officials of the schools assigned to participate in the exam at the exam cluster must be present in Vinh City, Quy Nhon City or Can Tho City to meet and discuss work with exam supervisors, medical staff and exam security forces at 8:00 a.m. on July 2, 2011.

Depending on their own conditions, schools can directly negotiate with Vinh University, Quy Nhon University or Can Tho University on issues related to organizing exams at the exam cluster, including sending or not sending staff to the exam cluster.

Vinh University, Quy Nhon University and Can Tho University are responsible for ensuring enough examination rooms for the schools. Each examination room has enough tables, chairs, lighting and conditions for order, safety, drinking water and medical services for candidates. Before May 25, 2011, notify the schools of the specific addresses of the examination sites and examination rooms; the number of candidates in each examination room. Organize the printing, packaging, preservation and distribution of examination papers according to regulations. Have a backup plan for printing examination papers in case of power outages. Pay attention to preventing natural disasters, fires... Send enough examination supervisors, medical staff, service staff and examination security forces. Organize technical training for officers participating in admissions. Guide and assist schools in arranging accommodation and meals for officers participating in admissions. Guide and facilitate accommodation and meals for candidates and their families from localities coming to the city to take the exam. Have a backup plan and handle unusual natural disaster situations.
