Quan Hanh town (Nghi Loc): Worthy of being a central urban area.

(Baonghean) - Implementing the Resolution of the Town Party Congress for the 2010-2015 term, the Party Committee and people of Quan Hanh Town (Nghi Loc District) have achieved significant results in many fields. The economy continues to grow at a fairly good rate, with an average growth rate of 12.1% per year; average per capita income reaches 36 million VND/year, and the material and spiritual lives of the people are constantly improving, contributing positively to making Quan Hanh Town a central urban unit of the district.

Economically, the combination of crop cultivation with livestock farming and aquaculture, along with some intensive farming models for peanuts, corn, and vegetables, has yielded high economic value, contributing to an annual total food production of over 1,600 tons; agricultural production value reached 19.89 billion VND, an increase of 3.69 billion VND compared to the previous term. The livestock sector has seen significant development, expanding the scale of livestock farms.

To date, there are 234 households engaged in service businesses in the area; the people have leveraged the advantages of being the economic center of Nghi Loc district, boldly building many business kiosks; and have continued to receive support for the market upgrade project with a capital of nearly 1.6 billion VND, creating favorable conditions for people to trade and do business, bringing higher revenue than before... During the term, 40 out of 40 basic construction projects serving socio-economic development in the area have been implemented with a total cost of 64.321 billion VND; of which the town budget contributed 18.93 billion VND; and the people contributed over 1 billion VND.

As a gateway to Vinh City, Quan Hanh Town has given due attention to the management and protection of environmental resources. To date, the procedures for issuing and exchanging land use certificates for residential and production land have been basically completed for the people. Simultaneously, steps are being taken to develop the town's general plan, address outstanding residential land issues, strengthen land management, and promptly handle cases of encroachment violations; focusing on effectively clearing land for key projects such as National Highway 1A, and improving environmental sanitation, etc.

The socialization of education across all three educational systems has received attention. Over the past five years, the people have contributed 3 billion VND to build infrastructure and purchase equipment for teaching and learning, and over 100 million VND for educational support programs. Every year, the schools achieve the titles of advanced and outstandingly advanced, with the primary school meeting national standards at level 2; the number of excellent teachers at the provincial level and outstanding students at all levels has increased...

The Party Committee pays attention to vocational training, career guidance, and job creation, linking these efforts with poverty reduction. By the end of 2014, the entire town had 3,384 working-age laborers, with 58% having received training. 393 new jobs were created, including 179 who went to work abroad; the average per capita income in 2015 was estimated at 36 million VND; the poverty rate was 3.06% (compared to 6.53% in 2010)...

In Party building work, the Party Committee and Party branches have made many efforts to innovate methods in propaganda, mobilization, and gathering of the people, and the quality of mass mobilization activities from urban areas to villages has been continuously improved. They have strengthened leadership in consolidating national defense, maintaining political security and social order; and building strong and outstanding Party committees, governments, the Fatherland Front, and other mass organizations.

Entering the 2015-2020 term, Quan Hanh Town set the following basic goals: Average economic growth over 5 years reaching 12.2%; average per capita income reaching 58.7 million VND by 2020; total production value exceeding 536 billion VND (at 2010 prices); total food production of 1,500 tons...

With the development of agriculture in the context of urbanization, expanding transportation networks, and the planning of economic zones, the area of ​​agricultural land in the locality will shrink. Therefore, in the coming time, the town's agricultural production will have a detailed, scientific plan, defining production areas, including areas for intensive rice cultivation with high yields and good quality, and areas for producing commodity products such as short-term industrial crops, high-quality vegetables, fresh flowers, and ornamental plants to take advantage of the market advantages near Vinh City, Cua Lo Town, and industrial zones.

In terms of ideological orientation, the Party Committee of Quan Hanh Town continues to uphold the tradition of unity, cooperation, innovation, and creativity, overcoming difficulties and striving to successfully achieve the goals and tasks set forth in the Resolution of the Party Congress for the 2015-2020 term, building a comprehensively strong town worthy of being the urban center of Nghi Loc district.
