Officials must take exams in general knowledge, professional expertise, foreign languages ​​and information technology.

The Ministry of Home Affairs has issued Circular No. 15/2012/TT-BNV providing guidance on recruitment, signing of employment contracts and compensation for training and development costs for civil servants, including 4 chapters and 20 articles.

Accordingly, the conditions for registering for civil servant recruitment are implemented according to the provisions of Article 22 of the Law on Civil Servants and Article 4 of Decree No. 29/2012/ND-CP dated April 12, 2012 of the Government on recruitment, use and management of civil servants.

According to Circular No. 15/2012/TT-BNV, the civil servant recruitment exam is conducted through the following subjects: General knowledge; professional expertise; foreign language and office information technology.

The regulation of professional and technical exam content in the civil servant recruitment exam must be based on the professional title standards corresponding to the job position to be recruited.

Within 15 days from the date of the decision approving the recruitment results, the head of the agency or unit with the authority to recruit civil servants must send a written notice of recognition of the recruitment results to the candidate.

The Circular also stipulates special recruitment conditions that do not follow the order and procedures for recruiting civil servants in the following cases: People who have continuously performed work suitable for the job position to be recruited for 36 months or more; people who graduated from university with honors, graduated with a Master's or Doctorate degree; people with special talents and abilities.../.
