The list was posted at the Department of Internal Affairs, but after his wife presented her original diploma for verification, the staff of the district Department of Internal Affairs said that the diploma did not know which salary level to put it in, so his family asked the school to issue a confirmation document. After receiving the confirmation from the school, the Department of Internal Affairs recognized his wife's exam results and sent a dispatch to the Department of Internal Affairs requesting additional civil servant quotas. However, the person called to work was not his wife but someone else. He believes that behind the incident, the department's working style was lacking transparency and unfairness...


Regarding the reader's issue, we have worked with the Department of Government Apparatus Construction, Department of Home Affairs, and learned that: Currently, according to the provisions of Decision No. 59/2007.QD-UB of the Provincial People's Committee, the reception and recruitment of civil servants at the commune level has been decentralized to the district level to proactively receive applications and organize the recruitment exam. The Department of Home Affairs is responsible for assessing and guiding the district in terms of professional skills and recruitment exams. After nearly 5 years of implementing decentralization, each district has a different way of doing things. After receiving and assessing applications, some districts have a document requesting the Department of Home Affairs to provide exam questions and supervise the exam to ensure objectivity. However, there are districts such as Quy Hop that have proactively organized the reception of applications and organized the recruitment exam, the Department of Home Affairs does not participate in the assessment and supervision. That's why there are cases where candidates are listed as passing but then their results are changed, leading to failure, causing many people to doubt the objectivity and transparency of the exam.


This also comes from the reason that when submitting the application, due to incomplete documents and qualifications, the Department of Internal Affairs does not know which major the applicant is applying for. Only after completing the exam and having the results, the applicant provides the original diploma; at the same time, there is a document from the school confirming the major code, then they realize that it is not suitable for the position they are applying for. Because his wife's major code is "Intermediate Technician" of the University of Information Technology, Ho Chi Minh City National University (according to the school's confirmation paper No. 177/DHCNTT-DH & SDH).


According to Instruction No. 2760/HD-SNV dated December 8, 2010 of Nghe An Department of Home Affairs, in Section 3.4, recruitment and acceptance conditions for the position of Office - Statistics: For Office - Statistics civil servants, those who have graduated from intermediate level or higher in the majors: Documents - Archives, Administration, Statistics, Law; or those who have graduated from university with a major in information technology or higher and university with a major in socio-economics or higher.


Thus, compared with the above instructions, Mr. Hong's wife is not in the right major of Documents - Archives, Administration, Statistics and Law, so according to regulations, to be accepted, your wife must have a university degree. As for Mr. Hong's wife's training major is "Intermediate Technician", so it is not suitable for the position to be arranged and accepted.


Through this incident, Quy Hop district, directly the Department of Internal Affairs, must learn from experience in organizing the civil servant recruitment exam more strictly, and should not announce the results and then change them, causing people to be upset. In this specific case, if the staffing conditions allow, the District People's Committee can contract with his wife to work in a certain locality to wait for the civil servant recruitment exam next year to take the exam or complete the qualifications according to regulations to be accepted and assigned to a position suitable to her current professional qualifications.
