Lacking resources, Ukraine's armed forces stagnate on the entire front line.

RIA Novosti news agency reported that the Chief of Staff of the President of Ukraine Mikhail Podolyak said that Ukraine still does not have the capacity to carry out "effective offensive actions".

According to Mr. Pololyak, it was also because of this stagnation that President Zelensky appointed Alexander Litvinenko as the new secretary of the National Security and Defense Council of Ukraine to strengthen its analytical and planning capabilities.

"The change in underground personnel shows stagnation along the front line. We see that the lack of resources makes it impossible to plan any effective offensive operations at the tactical level," said the Chief of Staff of the President of Ukraine.

Previously, on March 26, the Office of the President of Ukraine announced two decrees. Accordingly, Secretary of the Security Council of Ukraine, Mr. Oleksei Danilov, was dismissed and the head of the Foreign Intelligence Service, Mr. Oleksandr Lytvynenko, was appointed to replace him.

CIA Director William Burns said that the US refusal to provide additional military assistance would cause significant territorial losses to Ukraine this year. At the same time, he noted that the new US aid package, if approved by Congress, would create an opportunity for Ukraine to launch a new offensive, including “attacks across Crimea.”

The US Congress has yet to reach a bipartisan consensus on the Joe Biden administration's proposal to allocate an additional $60 billion to Ukraine.
