Previously, on the morning of August 13, a working group of the Director of the Department of Investigation Police on Social Order Crimes was also present at Cai village, Lam Giang commune, Van Yen district, Yen Bai province, where the massacre occurred, to coordinate with Yen Bai police to investigate and search for the perpetrator.

Also last night, Yen Bai Provincial Police increased 9 CSCĐ working groups to support the police force in searching for the suspect in the massacre. CSCĐ teams were ordered to block the locations where the suspect was hiding. Van Yen District Police copied the photo of Pham Dang Van Hung and sent it to the working groups and investigation teams to identify the suspect.

Previously, on the evening of August 12, in village 16, Lam Giang commune, Van Yen district, while disputing land for farming and water sources, a fight broke out between Hung and Long.
