Taking us to visit households with preferential loans in Chieu Luu commune, an inland commune with many difficulties in Ky Son district, Ms. Lo Thi Hoa, president of the Chieu Luu commune farmers' association, shared: "In previous years, the economic life of people in Chieu Luu commune faced many difficulties, the economy of households mainly depended on slash-and-burn farming. However, since 2010, when people have access to preferential loans from the district's Social Policy Bank, many farming households in the commune have made remarkable progress. Poverty and hunger no longer haunt the people, many households have even risen to become well-off and rich households in the economic development of the commune."

Behind the straight rows of xoan trees is the camp of Mr. Vi Quynh Thuong, Xieng Thu village, Chieu Luu commune.

The comprehensive farm of Mr. Vi Quynh Thuong's family in Xieng Thu village, Chieu Luu commune is one of the typical economic development models of Ky Son district. Mr. Thuong started to reclaim land and set up a farm in the poor land behind the village in 2009 with only a few cows and 2 breeding sows. Determined to get rich, in 2013, Mr. Thuong borrowed 30 million VND from preferential loans from the district's social policy bank. With capital in hand, he invested in buying more cows to raise. After a year, his cows began to reproduce, and the bulls in the herd were sold. From the money from selling cows, he continued to invest in buying breeding goats, digging more fish ponds, reclaiming land and planting timber trees to both have a place to graze cattle and bring income to the family.

Raising buffalo and cows brings Mr. Thuong an income of 30 to 40 million VND per year.

With the motto "short-term to long-term", Mr. Thuong and his wife have both developed their livestock and poultry and sold them to raise capital to continue investing in expanding the scale of their farms. Up to now, Mr. Thuong has mastered an economic development model that brings the highest efficiency in the commune, with 16 cows, 3 buffaloes, 10 goats, 3 fish ponds, nearly 200 poultry, 1,500 frogs, and more than 1 hectare of xoan forest ready for harvest.

Sharing about his income, Mr. Thuong said: “After deducting expenses, each year the family earns a profit of 60 to 80 million VND - a not small source of income for us farmers. From the reality of our initial success on the farm, it will help other poor households to be able to use policy loans to develop their economy."

In addition to raising livestock and poultry, Mr. Vi Quynh Thuong's family also invested in digging fish ponds and raising from 1,500 to 2,000 commercial frogs each year.

Leaving Mr. Thuong's farm, we continued to Mr. Vi Van Nang's house in Tat Thoong village, in the same Chieu Luu commune. Once one of the poorest households in Tat Thoong village, more than 10 years ago, thanks to the policy capital of 30 million VND, he was able to buy a pair of buffaloes and 2 pairs of breeding pigs to raise. Since then, he has completely stopped farming, only staying at home to concentrate on making wine and raising pigs. Up to now, Mr. Nang's family has 10 buffaloes and 30 commercial pigs. Together with Mr. Thuong's family, Mr. Nang's family has now become a typical economic model of the village and commune.

In order to effectively exploit the potential and advantages and effectively implement the Resolution of the 22nd Party Congress of the commune, term 2015 - 2020, Chieu Luu issued a resolution to promote economic development with the main direction focusing on large livestock farming. This is the most important solution for Chieu Luu to achieve the target of reducing the poverty rate in the area by 4.5 - 5% on average each year; average income per capita reaches 12 to 14 million VND/year.

The pig farming model of Ms. Lu Thi La's household, Khe Nan village, is one of the 8 most effective economic development models in Chieu Luu commune, with an income of 80 to 100 million VND/year.

Comrade Luong Thi Vuong, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Chieu Luu Commune, said: "Currently, the commune has over 30 effective farm models using loans from the Social Policy Bank. These models bring a fairly stable income to the people, contributing significantly to the restructuring of the commune's crops and livestock. From this effective reality, Chieu Luu will replicate the method and connect with the District Social Policy Bank to have policy capital to serve the needs of poor households with plans to overcome difficulties and develop the economy..."
