Article 9, Decree: 61/2006/ND-CP dated June 20, 2006 on policies for teachers and educational managers working in specialized schools and in areas with especially difficult socio-economic conditions, regulating the rotation period for teachers and educational managers and regional transfer allowances.
1. The term of rotation of teachers and educational administrators to work in areas with particularly difficult socio-economic conditions is 3 years for women and 5 years for men. After the above term of work, teachers and educational administrators shall be arranged by the competent educational management agency to return to their last place of residence and work before being rotated to work in areas with particularly difficult socio-economic conditions or to create conditions for teachers and educational administrators to contact for job transfer and resolve the transfer according to their wishes.
2. The educational management agency and the locality where the transferred teacher or educational manager returns are responsible for receiving, arranging and assigning jobs, and transferring others to replace them if required. If there are difficulties in staffing and salary funds, staffing and salary funds will be adjusted. After the above period, teachers and educational managers who volunteer to stay to continue working and stabilize their lives for a long time will be considered for land to build houses, farm economy, family economy, and loans to build houses and do business with preferential interest rates, payable in installments over 10 years.
3. If teachers and educational administrators have families moving with them, they will receive travel and luggage allowances for accompanying family members and a regional allowance of 6.5 million VND per household.
Thus, if you have worked for 5 years at a school in an area with special economic and social difficulties, you will be transferred according to the provisions of Article 9 of this Decree.
In case you are eligible for transfer but have not been transferred, you can make a petition to the school, the Department of Education and Training and the Department of Internal Affairs so that your rights are properly guaranteed.
