"Fueling" the discussion and questioning

One of the important objectives of the 3rd Session of the 16th Provincial People's Council is to evaluate the implementation of the 2011 plan and discuss in depth the solutions to implement the 2012 plan. With the enthusiasm of the new term, the Provincial People's Council has shown responsibility in meeting voters, intelligence in preparing the content of the session, and lively questioning and discussion.

With the enthusiasm of the new term, the Provincial People's Council has shown responsibility in meeting voters, intelligence in preparing the content of the session, and lively questioning and discussion.

Innovation in voter contact

The first innovation is that each delegate goes down to meet with the people instead of going in groups as before. This helps delegates to receive more opinions, and at the same time, they have to prepare documents and content of the meetings themselves, demonstrating their mettle and responsibility, which will leave an impression and trust in voters about the image of elected representatives if that delegate is responsible, intelligent, and truly for the people. Delegate Dinh Ngoc Van - Commander of the Provincial Border Guard Command, delegate of Que Phong district said: When I went to Hanh Dich commune - Que Phong to meet voters, I saw people from the villages come in large numbers, everyone dressed in nice clothes, waiting and making many recommendations on the regime and policies for ethnic minorities. For the people in the mountainous areas, the image of border guards is very familiar, now with the role of elected representatives, people trust and wait even more. The Council delegates have coordinated with the Front and organizations in the activities of meeting voters. Each person went to the hamlet, village, listened to each issue, according to the Council's topic in order to focus, not to disperse the content, and also to prepare for reports on issues that voters are interested in. The Council also had innovations in the composition of the meetings: in addition to farmers, workers, small traders, retirees... there were also leaders of districts, communes, hamlets, villages, and hamlets. Wherever the delegates met, after the meeting, they would return to inform voters of the results of the meeting. After meeting voters, the Council had a summary of voters' opinions and distributed it to the delegates.

Quality and efficiency monitoring

More than 1 month before the meeting, through public opinion and voters' opinions, the Standing Committee of the Provincial People's Council directed and coordinated with the Supervisory Boards of the Provincial People's Council to organize 9 thematic supervision sessions and 10 survey sessions, with a total of 159 contents, opinions and recommendations to relevant local agencies, departments and branches.

The Economic and Budget Committee has organized 2 thematic supervisions and 2 surveys that have attracted public attention, promptly correcting deviations in implementation: Supervision of the implementation of key projects and works of the province in the period of 2011-2015 at the Department of Transport, Department of Culture, Sports and Tourism, Agriculture and supervision of social housing projects. Through supervision, the Council's committees have discovered many shortcomings. The Social and Cultural Committee supervises the implementation of policies and laws on health insurance for the poor and near-poor at departments, branches, some districts and communes in the area, supervises sanitation work at 11 schools and works with the People's Committee of Vinh City and the People's Committee of Nghi Loc District. The Council's Legal Committee organized 2 thematic supervisions and 2 surveys: Supervision of the implementation of the Enterprise Law at some departments, branches, branches and enterprises in the area. Supervise the implementation of the Law on Civil Judgment Enforcement and its guiding documents at a number of relevant units. Supervise the implementation of Resolution 30a of the Government at Que Phong district and the Department of Labor, Invalids and Social Affairs.

Through monitoring, the Council has been provided with full information, conducted field inspections and from there has recommended relevant units to promptly supplement, adjust and have solutions to overcome difficulties and problems in order to better implement programs and projects that closely affect people's lives.

Lively, democratic, focused discussion

The new point of the discussion at the 3rd Session this year is that the Council is divided into 8 groups (previously 5 groups), so there are more opinions, more people are able to speak, the opinions are dedicated, responsible, constructive, conveying the recommendations and needs of the people to the Council, thereby proposing solutions to the pressing issues that voters are concerned about. Not only delegates discuss, but guests are also invited to speak, from which the Council has more realistic targets. Mr. Nguyen Van Hung - Chairman of Nghe An Cooperative Union, when invited to discuss in group 2 as a guest, frankly pointed out that in the report of the Provincial People's Committee, there are no planning targets on the development of small-scale industries, craft villages, vocational training for farmers... while this is a field that is deeply affecting agriculture, farmers and rural areas. He suggested including these contents and finally his opinion was accepted by the Council. The Cooperative Union was included in the Steering Committee for New Rural Construction of the province.

The Council's 8 groups discussed for a whole day, with 65 opinions from delegates focusing on the fields of industrial economy, small-scale industry, finance, budget revenue and expenditure, agriculture, forestry, fisheries, health and education, employment for workers, environmental protection... It can be seen that if discussion was not considered important before, now this is the central content, more substantial than questioning. Because there, everyone can contribute their intelligence in the most democratic way, things that are shy to say in front of a large forum are also presented. Most of the delegates have spoken and discussed, expressing their opinions. Through discussion, major issues such as the 2012 plan or specific issues such as: the slow construction of the Mong Ban Reservoir Project, the reservoir in Bac Son - Quyi Hop commune, resettlement of the Ban Ve and Hua Na Hydropower projects, the provision of rice to alleviate hunger for people in mountainous areas, unfinished construction projects, 14 unfinished schools in Tan Ky that are having to stop construction because Resolution 11 has left students without a place to study... were all raised.

Questioning responsibility, focused but not effective

According to the report of the Provincial People's Committee on the socio-economic situation in 2011 and the socio-economic development plan for 2012 presented at the meeting: In 2012, the targets to be achieved are: GDP growth rate of 9.5-10%, agricultural, forestry and fishery production value increased by 4%, industrial and construction production value increased by 15%-16%, services increased by 9.5-10.5%, budget revenue reached about 6,080 billion VND, total export turnover reached 350-400 million USD, total social development investment reached 28-30 thousand billion VND, creating new jobs for about 36-37 thousand people. These are targets that are not easy to achieve in the context of the "deep decline" of the economy forecasted for 2012. Those targets were set partly on the basis of the plan achieved in 2011, a year in which our province achieved many achievements. As mentioned above: In the discussion, the majority of opinions dissected the shortcomings and existing problems, but there were not many discussions about the above-mentioned plan targets and implementation solutions. The majority agreed with the targets and proposed solutions. It can be seen that many "level" delegates have not reached out to discuss this content, or "of course" do not see it as their responsibility, so they do not speak. Many delegates have positions, have authority, and have a firm grasp of the issue but do not question, while some delegates who often question do not focus on the main points, or raise trivial issues.

The questions at this session are related to: the difficult situation of enterprises, outstanding issues such as: site clearance, rural agriculture, basic construction, resettlement, revenue and expenditure management in schools... In which, the solutions to resolve resettlement projects are still being pushed together, the direction to resolve difficulties for enterprises is still unclear, mainly relying on state policies. Enterprises need money - goods - money the most, but these issues have not been specifically mentioned to resolve. Support for enterprises is not effective, training sessions for enterprises have not attracted them. There are important training sessions but only attracted 6 enterprises to participate. The development of enterprise structure is out of sync, a lot of development is in the field of construction and installation, urban area investment, other areas are very little but for many years there has been no solution to adjust.

Looking back at the last session, voters were satisfied with the spirit of responsibility and enthusiasm in dealing with the large amount of work of a year-end session. The Council closely followed public opinion and satisfactorily responded to voters' suggestions. Voters hoped to promote a new spirit, a new term, and new youth. The Council's sessions increasingly demonstrated the elected power, which was expected and awaited by voters.
