Notice of the 8th Central Party Committee Conference

Nghe An Newspaper respectfully introduces the full text of the Announcement of the 8th Conference of the 11th Party Central Committee:
Implementing the full-term working program, from September 30 to October 9, 2013, in Hanoi, the 11th Party Central Committee held its 8th Conference to discuss and give opinions on: the socio-economic situation in 2013, the socio-economic development plan for 2014; the implementation of the 11th Party Congress Resolution on socio-economics; fundamental and comprehensive innovation of education and training; draft amendments to the 1992 Constitution; summarizing 10 years of implementing the 8th Central Resolution (9th tenure) on the Strategy for National Defense in the new situation; and a number of other important issues related to Party building work.

1- The Party Central Committee discussed and issued a Conclusion on the socio-economic situation in 2013 and the goals and tasks for socio-economic development in 2014; the implementation of the Resolution of the 11th Party Congress on socio-economic development, focusing on implementing three strategic breakthroughs associated with economic restructuring, growth model innovation and upcoming tasks and solutions.
Over the past three years, the world and regional situation has had many complex developments, with many potential risks. The world economy has recovered more slowly than expected. In the country, inherent limitations of the economy and many other difficulties have caused high inflation, seriously affecting macroeconomic stability. Economic growth has slowed down, production and business have encountered many difficulties, competitiveness remains low while international integration is increasingly deep. In addition, natural disasters and epidemics have caused severe damage. The need to ensure social security and social welfare, protect and improve the environment is increasing, while we have to devote a lot of resources to ensuring national defense, security and protecting national sovereignty.
Faced with new complex developments in the world and domestic situation, right after the 11th Congress, our Party and State promptly adjusted the key goals and tasks towards focusing on prioritizing inflation control, stabilizing the macro-economy, maintaining a reasonable growth rate, ensuring social security, etc. The Government has made drastic and appropriate management decisions in accordance with the actual situation. These are timely and correct decisions, of great significance to the socio-economic development of the country.
Thanks to the leadership of the Party, the management of the State and the efforts of the entire political system, the entire people, the entire army and the business community, the socio-economic situation has changed positively and in the right direction in most areas, achieving important and quite comprehensive results: The macro-economy is basically stable; inflation is under control; the economy has gradually recovered, achieving a good growth rate; economic restructuring associated with growth model innovation has achieved initial results; strategic breakthroughs have been implemented synchronously; culture and society have continued to progress, social security has been ensured, people's lives have improved; resource management, environmental protection and proactive response to climate change have been strengthened; anti-corruption and thrift practice and anti-waste have achieved some results; national defense, security and national sovereignty have been ensured; foreign affairs activities have achieved many positive results.
However, in addition to the above results, there are still many limitations and weaknesses. The macro economy is basically stable, inflation is controlled but not really stable. Bad debt is still high, the efficiency and competitiveness of the economy are still low. Production and business still face many difficulties, enterprises have difficulty accessing capital, purchasing power is slow to recover, the number of dissolved and inactive enterprises is still large. Economic restructuring and growth model transformation are still slow compared to requirements. The efficiency of investment capital use is still low. Restructuring of state-owned enterprises and credit institutions has not met requirements. Although some initial results have been achieved, the implementation of the 3 strategic breakthroughs is still slow. The cultural and social fields still have many limitations and weaknesses. Resource management and environmental protection still have many shortcomings. The work of preventing and combating corruption and waste has not met the requirements. Political security still has potential factors causing instability. Protecting national sovereignty still has many challenges.
The Party Central Committee analyzed the causes, results, limitations and shortcomings, especially subjective causes; presented lessons learned after 3 years of implementing the Resolution of the 11th Party Congress on socio-economics; emphasized the general goals of socio-economic development in the 2014-2015 period: Continuing to stabilize the macro-economy, control inflation; restoring growth, enhancing competitiveness associated with economic restructuring and implementing 3 strategic breakthroughs. Ensuring social security and social welfare, improving people's lives. Protecting the environment and responding to climate change. Promoting administrative reform and preventing and combating corruption and waste. Ensuring national defense and political security, social order and safety. Improving the effectiveness of foreign affairs and international integration.
In 2014, we will focus on stabilizing the macro economy, controlling inflation and removing difficulties for production and business. To achieve the above goals, we need to perform well a number of basic tasks and solutions: Strengthening macroeconomic stability, controlling inflation; continuing to focus on removing difficulties for production and business, ensuring reasonable growth; accelerating economic restructuring; effectively implementing the 3 strategic breakthroughs; developing socio-culture and ensuring social security; strengthening resource management, environmental protection and responding to climate change; strictly implementing legal regulations related to anti-corruption, practicing thrift and combating waste; strengthening national defense and security; improving the effectiveness of foreign affairs and proactively integrating internationally; strengthening information and propaganda work to create unity within the Party and consensus in society.
2- The Party Central Committee discussed and decided to issue a Resolution on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration. The Party Central Committee assessed: In the context of many difficulties in the country and limited resources, thanks to the tradition of studiousness, the attention and care of the Party, the State and the whole society, and the efforts of the teaching staff and management staff, the education and training career of our country has achieved many important achievements, contributing significantly to the cause of innovation, construction and protection of the Fatherland.
That is: Implementing universal education, improving people's knowledge, developing human resources, nurturing talents; contributing to educating citizens' awareness, political qualities, and revolutionary ideals for generations of Vietnamese people; maintaining socialist orientation; conditions for ensuring quality are enhanced; quality and effectiveness of education at all levels and training levels are improved; international cooperation is expanded; the trained workforce increases rapidly.
However, compared to the requirements of the cause of building and defending the Fatherland, especially the requirements of renewing the growth model, restructuring the economy and sustainable development, our country's education and training still have many weaknesses and shortcomings. Education is still not really a top national policy, has not been given high priority in socio-economic development programs, and has not been considered a decisive factor in national development.
Many limitations and weaknesses of education and training have been pointed out since the Resolution of the 2nd Central Committee (VIII term) but have been slowly overcome, and in some cases have become more serious. Educational science is still backward. The quality of education has not met the requirements of socio-economic development; it has not created a strong competitive advantage in human resources for our country compared to other countries in the region and the world, and has not actively contributed to the preservation and promotion of the cultural values of the nation. There are still many shortcomings in educational management. Investment funds for education are still limited. There is a lack of forecasting of human resource needs for the process of industrialization and modernization of the country and the learning needs of the people as a basis for planning educational development.
The Party Central Committee has deeply analyzed the causes, especially the subjective causes of limitations and weaknesses; lessons learned through educational reforms; the context, advantages, difficulties, and challenges; the requirements for education in the new revolutionary period; and affirmed the need for fundamental and comprehensive innovation in education and training.
The Party Central Committee determined: Fundamental and comprehensive innovation in education and training means innovation in major, core and urgent issues, from thinking and viewpoints to goals, systems, education programs, policies, mechanisms and conditions to ensure education quality; innovation at all levels of education and training, both central and local, in the relationship between family, school and society; aiming at developing learners' capacity, training human resources, nurturing talents; strongly shifting the education process from mainly focusing on equipping knowledge to focusing on comprehensively developing learners' capacity and qualities.
Innovation to create strong changes in the quality and effectiveness of education, increasingly better meeting the requirements of the cause of national construction and defense, and the people's learning needs. Innovation must ensure systematicity, long-term vision, synchronous, feasible solutions, and scientific basis. Fundamental and comprehensive innovation needs to both consolidate and promote achievements and typical innovations, and resolutely rectify deviations and irregularities; fundamentally overcome persistent weaknesses that are causing frustration; develop new positive factors; innovate with focus, key points, and a roadmap suitable to the reality of the country and locality. The limitations and challenges of education must be deeply recognized, with effective solutions and a roadmap to overcome, and bring the education cause to new heights.

Based on the general goals and specific goals, the Party Central Committee identified a number of tasks and solutions for fundamental and comprehensive innovation in education and training: Strengthening the leadership of the Party and the management of the State in the process of educational innovation; continuing to strongly and synchronously innovate the basic elements of the educational program towards developing learners' qualities and capacities; fundamentally innovating the forms and methods of testing, examination and assessment of educational quality, ensuring honesty, objectivity and accuracy, according to the requirements of developing learners' qualities and capacities; perfecting the national education system towards an open education system, lifelong learning and building a learning society; fundamentally innovating educational management, ensuring democracy and unity; increasing autonomy and social responsibility of educational institutions; attaching importance to quality management.
Good management is the basic premise for good teaching and learning; developing a team of teachers and educational managers to meet the requirements of educational and training innovation; innovating financial policies and mechanisms, strengthening facilities, mobilizing the participation and contributions of the whole society, improving investment efficiency for educational development; improving the quality and effectiveness of scientific and technological research, especially educational science and management science; proactively integrating and improving the effectiveness of international cooperation in education and training.
3- The Party Central Committee discussed the Draft Amendment to the 1992 Constitution. The Constitution is a fundamental political-legal document regulating the most important and fundamental social relations, reflecting the nature of the State and the regime; is the original law of the State, has the highest legal effect in the legal system, ensures political-social stability and national sovereignty; reflects the will and aspirations of the people. Amending and supplementing the 1992 Constitution is a particularly important task of the Party, the State and the entire political system, meeting the requirements of national development in the new period.
The Party Central Committee assessed that, in the past time, we have highly promoted the spirit of democracy and sense of responsibility, encouraged people of all walks of life to actively participate in giving opinions on the building of the Constitution; contributing opinions on the building of the Constitution is truly a widespread democratic political-legal activity among people of all walks of life and the entire political system, contributing to raising awareness and sense of responsibility of each individual, agency and organization for the building of the Draft Constitution of 1992 as well as the implementation of the Constitution later.
Closely following the 1991 Platform (supplemented and developed in 2011), Party documents and resolutions and conclusions of the Central Executive Committee and the Politburo on the purpose, requirements, basic viewpoints and major orientations of amending the 1992 Constitution, the Constitutional Amendment Drafting Committee has seriously received, studied and absorbed the opinions of National Assembly deputies and people from all walks of life to revise and perfect the 1992 Constitution Draft.
The Party Central Committee focused on discussing and giving opinions on a number of important contents of the Draft Amendment to the 1992 Constitution: on the leadership role of the Party; on the position of the Vietnam General Confederation of Labor; on the economic sector; on land recovery; on the regulations on voting of confidence for people holding positions elected or approved by the National Assembly; on local government; on the Constitutional Council; and a number of other important contents.
The Party Central Committee has issued a Conclusion on completing the Draft Amendment to the 1992 Constitution for the National Assembly to approve at the upcoming 6th Session.
4- The Party Central Committee reviewed, discussed and evaluated the results of 10 years of implementing the Resolution of the 8th Central Committee, Session IX, on the Strategy for National Defense in the New Situation. The Party Central Committee assessed that the Resolution of the 8th Central Committee, Session IX, on the Strategy for National Defense in the New Situation has been seriously deployed, studied and implemented by Party committees and organizations at all levels; the process of implementing the Resolution is always placed in connection with the diverse and complex context, with many advantages but also many difficulties and challenges of the international and domestic situation; it is applied creatively and appropriately, meeting the basic requirements of practice.
The process of implementing the Resolution of the 8th Central Committee, Session IX, has significantly contributed to the great and historic achievements of the country's renovation; strengthened the leadership of the Party and the management of the State; innovated and promoted the role of the Vietnam Fatherland Front and political, social and professional organizations; built and perfected the socialist-oriented market economic institution; strengthened the great national unity bloc; practiced democracy; ensured social security; combined economy with national defense; expanded and strengthened foreign relations; firmly protected sovereignty, territory and national and ethnic interests, while maintaining political-social stability and a peaceful environment for national development; combined national strength and the strength of the times; sought the sympathy and support of the international community; and enhanced the country's position and image in the world.
However, at present, the international and domestic context continues to have profound changes, with new and complicated developments. The peaceful and stable environment is not really solid, and there are still potential risks of instability. The work of Party building, State building, directing socio-economic development and fighting against corruption still has many limitations and shortcomings. Many new problems have arisen in ideology and social mood. A number of cadres and party members have degraded in political ideology, ethics and lifestyle. The negative side of the market economy and international integration continues to have negative impacts on social life. Hostile forces have intensified their sabotage of the country's innovation with increasingly sophisticated and sinister plots and tricks, etc. The above difficulties, challenges, limitations and shortcomings have been posing new issues and requirements that are very important and urgent for the cause of building and defending the Fatherland.
The Party Central Committee deeply analyzed the context and forecasted the development trends of international, regional and domestic issues; identified the causes, especially the subjective causes, of the limitations and shortcomings; affirmed: In any situation, our entire Party, people and army are determined to firmly protect the independence, sovereignty and territorial integrity of the Fatherland; protect the Party, State, people and regime; protect national and ethnic interests; protect political security, social order and safety and the advanced Vietnamese culture imbued with national identity; maintain political and social stability and a peaceful environment to develop the country according to the goal of "a rich people, a strong country, democracy, fairness and civilization." The Party Central Committee focused on in-depth discussions on tasks and solutions to continue to effectively implement the Strategy for building and defending the Fatherland in the new situation.
The Party Central Committee unanimously issued a Resolution on the Strategy for National Defense in the new situation.
5- The Party Central Committee reviewed and decided on a number of important issues regarding Party building work: Discussed and gave initial opinions on the Party's election regulations; decided on the establishment of sub-committees to prepare for the 12th National Party Congress; and a number of other important issues.
The Party Central Committee calls on the entire Party, people and army to tighten their ranks, strengthen solidarity and unity, promote the achieved results, overcome limitations and shortcomings; strive to overcome difficulties and challenges, successfully implement the resolutions and conclusions of the 8th Central Conference, Resolution of the 4th Central Committee (11th tenure) on Party building and Resolution of the 11th National Party Congress, strive to successfully complete the socio-economic development goals and tasks in 2013 and the following years, creating a foundation for our country to basically become a modern industrialized country by 2020./.
According to VNA - LT
