Announcement of the 10th Conference of the 11th Party Central Committee

Implementing the full-term working program, from January 5-12, the 11th Party Central Committee held its 10th meeting to discuss and approve draft documents to be submitted to the 12th Party Congress; give opinions on a number of reports and projects for the Politburo to absorb, complete, and lead the implementation; conduct a vote of confidence for Politburo members and Secretariat members; introduce additional planning for the Politburo and Secretariat for the 2016-2021 term and subsequent terms; elect additional members of the Central Inspection Commission; and a number of other important issues.

General Secretary Nguyen Phu Trong chaired, delivered the opening and closing speeches at the Conference.

1. The Central Committee discussed and basically agreed with the structure and main contents of the Draft Political Report to be submitted to the 12th Congress, and at the same time, contributed many profound opinions for the Politburo to direct the continued supplementation and completion of the Draft, focusing on the following major issues:

The Central Committee determined that the theme, which is also the title of the Political Report, needs to reflect the central and consistent goal throughout the 12th Congress term, with the meaning of gathering the strength of the entire Party, the entire people, and the entire army, associated with basic requirements and close to urgent issues raised from practice in the coming term.

Assessing the overall results of the implementation of the Resolution of the 11th National Congress (2011-2015), the Central Committee assessed that in recent years, the world and regional situation continued to have rapid and complex developments, with advantages and challenges intertwined. The entire Party, people and army have promoted the will of self-reliance and self-strengthening, striving to achieve important results, creating a premise for our country to develop more quickly and sustainably in the new period. The Central Committee focused on analyzing the limitations and shortcomings in the past 5-year term.

Regarding the goals for the 2016-2021 term, the Central Committee determined that it is necessary to promote the work of building a clean and strong Party and political system, and improve the Party's leadership capacity and fighting strength. Comprehensively and synchronously promote the innovation process, build a solid foundation to soon turn our country into a modern industrialized country. Based on initial calculations, the Central Committee discussed a number of important targets to strive for in the next 5 years.

The Central Committee discussed and gave opinions on forecasts of the world and national situation in the coming years; identified 12 tasks and solutions for the next 5 years, which are:

(1) Economic growth is higher than 5 years ago on the basis of maintaining macroeconomic stability, renewing the growth model, restructuring the economy, promoting industrialization and modernization;

(2) Continue to perfect the socialist-oriented market economic institution;

(3) Fundamentally and comprehensively innovate education and training, improve the quality of human resources; promote the development and application of science and technology;

(4) Building an advanced culture imbued with national identity; building Vietnamese people to meet the requirements of sustainable national development and firmly protecting the socialist Fatherland;

(5) Developing the health sector, improving the quality of health care for the people, ensuring social security, improving the quality of people's lives, and well managing social development;

(6) Strengthening resource management, environmental protection, proactively preventing and combating natural disasters, and responding to climate change;

(7) Consolidate and strengthen national defense and security, build a solid national defense and people's security, maintain political security, social order and safety, firmly protect the independence, sovereignty, unity and territorial integrity of the country, protect the people, the Party, the State and the socialist regime;

(8) Implement a foreign policy of independence, self-reliance, multilateralization, diversification, proactive and active international integration; maintain a peaceful and stable environment for national development, enhance Vietnam's prestige and position in the world;

(9) Perfecting and promoting socialist democracy and people's mastery; constantly consolidating and promoting the strength of the great national unity bloc;

(10) Continue to perfect the socialist rule-of-law state; step up the fight against corruption, waste, bureaucracy, social evils and crime;

(11) Building a clean and strong Party, improving leadership and governing capacity, preventing and repelling the degradation of political ideology, lifestyle ethics, "self-evolution" and "self-transformation" within ourselves. Strongly innovating personnel work. Continuing to innovate the Party's leadership methods;

(12) Thoroughly grasp and properly handle major relationships: between innovation, stability and development; between economic innovation and political innovation; between following market rules and ensuring socialist orientation; between developing productive forces and building and gradually perfecting socialist production relations; between the State and the market; between economic growth and cultural development, implementing social progress and justice; between building socialism and defending the socialist Fatherland; between independence, autonomy and international integration; between Party leadership, State management, and People's mastery.

The Party Central Committee determined that during the 12th Congress term, it is necessary to comprehensively and synchronously promote the innovation process, promote all resources and driving forces to develop the country quickly and sustainably; especially focus on leading and directing the effective implementation of the following 6 key tasks:

- Strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and the state of "self-evolution" and "self-transformation" within the Party. Focusing on building a contingent of cadres, especially strategic-level cadres, with sufficient capacity and qualities, equal to the task.

- Build a streamlined, effective and efficient organizational structure for the entire political system; step up the fight against corruption, waste and bureaucracy.

- Focus on implementing solutions to improve growth quality and labor productivity. Effectively implement three strategic breakthroughs, comprehensively and synchronously restructure the economy associated with growth model innovation; promote industrialization and modernization of the country, first of all, industrialization and modernization of agriculture and rural areas associated with rural economic development and new rural construction. In the immediate future, focus on solving the problem of restructuring state-owned enterprises, handling bad debts and ensuring public debt safety.

- Firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland; maintain a peaceful and stable environment for national development. Expand foreign relations; take advantage of opportunities, overcome challenges, effectively implement international integration in new conditions, continue to enhance the country's position and prestige in the international arena.

- Attract and strongly promote all resources and creativity of the people; care for improving material and spiritual life and promote the people's mastery, promote the strength of great national unity.

- Promote the human factor in all areas of social life; focus on building people in terms of ethics, personality, lifestyle, intelligence and working capacity; build a healthy cultural environment. Solve pressing social issues well; strengthen social development management; ensure social security and welfare.

2. The Central Committee discussed and commented on the draft "Report on assessment of the results of implementing the socio-economic development tasks for the 5 years 2011-2015 and the directions and tasks for socio-economic development for the 5 years 2016-2020."

The Central Committee assessed that over the past 5 years, under the leadership of the Party, the management of the State, and the efforts of the entire political system, the entire people and the entire army, our country's socio-economy has achieved important results: the macro-economy has gradually stabilized; growth has been maintained at a reasonable level; inflation has been controlled; strategic breakthroughs and economic restructuring associated with growth model innovation have achieved initial results; growth quality in some aspects has been improved; the scale and competitiveness of the economy have been gradually raised; cultural development, progress, and social equity have achieved positive results; social security has been basically guaranteed; social welfare and people's lives have been improved; administrative reform has made progress; the socialist-oriented market economy institution has continued to be perfected; national defense and security have been strengthened; foreign affairs and international integration have been promoted and achieved many results; socio-politics have been stable; Our country's position in the international arena is raised.

Regarding limitations and weaknesses, the Central Committee pointed out that socio-economic development has not been commensurate with potential and there are still many limitations and shortcomings; the macro-economy is stable but not yet solid, economic growth recovery is slow, not reaching the set target; the results of implementing three strategic breakthroughs and restructuring the economy associated with growth model innovation have not met requirements; the socialist-oriented market economic institution is slow to be completed, not really creating a strong driving force for socio-economic development; many aspects of culture and society are still weak...

Based on the analysis of the causes of achievements, causes of limitations and weaknesses, and forecasts of the international and domestic situation in the coming years, the Central Committee discussed the directions, tasks and solutions for socio-economic development in the 5 years 2016-2020.

The Central Committee has identified the general goal for the 2016-2020 period as ensuring macroeconomic stability, striving for higher economic growth than the previous 5 years. Promoting strategic breakthroughs, restructuring the economy in association with growth model innovation, improving productivity, efficiency and competitiveness. Developing culture, achieving progress, social equity and improving people's lives. Proactively responding to climate change, promoting resource management and environmental protection. Strengthening national defense and security, maintaining national sovereignty, territorial integrity and ensuring political security, social order and safety. Improving the effectiveness of foreign affairs and proactively integrating internationally. Maintaining peace and stability, creating a favorable environment and conditions for building and protecting the country. Continuing to build a solid foundation to soon turn our country into a modern industrialized country.

To achieve the above goals, the Central Executive Committee identified the need to carry out the following basic tasks and solutions: Developing a socialist-oriented market economy, stabilizing the macro-economy, creating an environment and driving force for socio-economic development; promoting economic restructuring associated with growth model innovation, improving productivity, efficiency and competitiveness of the economy; building infrastructure and urban systems; improving the quality of human resources and strengthening scientific and technological potential; developing culture and society, improving people's material and spiritual life; proactively responding to climate change, preventing natural disasters, strengthening resource management and environmental protection; preventing and combating corruption and waste, practicing thrift; improving the effectiveness and efficiency of state management of socio-economics, ensuring people's freedom and democracy; Strengthen national defense and security, maintain national sovereignty, territorial integrity, and ensure political security, order and safety; improve the effectiveness of foreign affairs activities, proactively integrate internationally, create a peaceful environment and favorable conditions for national development.

3. The Central Committee discussed the Summary Report on the implementation of the Party Charter of the 11th tenure and proposed to supplement and amend the Party Charter (if any). The Central Committee assessed: The Charter of the Communist Party of Vietnam approved by the 11th National Party Congress has basically met the requirements and tasks of Party building work; is an important basis for creating unity of will and action, maintaining the leadership role of the Party; a number of supplemented and amended contents have been effective, meeting the requirements of Party building work in the current situation, in line with the viewpoints and important contents of the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011).

Based on the discussion, summary and assessment of the achievements, limitations, difficulties and causes in the implementation of the Party Charter; based on the viewpoints and principles set forth, the Party Central Committee agrees with the proposal to submit to the 12th Party Congress to keep the current Party Charter as it is (without additions or amendments).

4. The Central Committee discussed and basically agreed with the content of the Draft Report summarizing a number of theoretical and practical issues over 30 years of renovation and contributed many opinions to continue perfecting the Draft Report; focusing on assessing and analyzing achievements, limitations, and causes in terms of awareness and practice, focusing on nine issues: (1) Developing a socialist-oriented market economy; (2) Industrialization and modernization of the country; (3) Developing culture, building Vietnamese people; (4) Solving social issues; (5) National defense, security, and protecting the Fatherland; (6) Foreign policies and guidelines; international integration; (7) Promoting democracy, renewing the political system, building a socialist rule-of-law state; (8) Party building; (9) Recognizing and resolving eight major relationships: The relationship between innovation, stability, and development; between economic innovation and political innovation; between market economy and socialist orientation; between developing productive forces and building and gradually perfecting socialist production relations; between economic growth and cultural development, realizing social progress and equity; between building socialism and defending the socialist Fatherland; between independence, autonomy and international integration; between Party leadership, State management, and People's mastery.

The Central Committee unanimously stated: Overall, 30 years of renovation is an important historical period in the development of our country, marking the maturity in all aspects of our Party, State and People. Renovation has revolutionary stature and significance, is a process of profound, comprehensive and thorough transformation, and is a great revolutionary cause of the entire Party and people for "a rich people, a strong country, democracy, fairness and civilization."

After 30 years of renovation, our country has achieved great and historic achievements; at the same time, there are still many big and complicated problems, many limitations and weaknesses that need to be focused on and resolved; overcome to bring the country to rapid and sustainable development.

The Central Committee focused on discussing, analyzing, and evaluating achievements, limitations, and shortcomings in 30 years of innovation; clearly pointing out the causes, especially the causes of limitations and shortcomings.

The Central Committee has deeply analyzed five lessons learned after 30 years of innovation.

The Central Committee determined that it is necessary to continue researching and clarifying major theoretical issues: Differentiating the transition period, determining steps in the transition period to socialism in our country; Building a socialist-oriented market economy; Model and method of social development management; Synchronous and appropriate innovation between economics and politics; Building a system of cultural values ​​and Vietnamese people; Theory on the ruling Party; Driving force of innovation and development in Vietnam in the new period.

5. The Central Committee discussed and gave opinions on the Project on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees developed by the Government Party Committee. Streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees is currently a very necessary requirement, of great significance in improving the quality of the contingent of cadres, civil servants and public employees; enhancing the effectiveness and efficiency of the operations of agencies and organizations, creating conditions for continuing to reform the salary system, reform the civil service and public employee system and reform the administrative system towards modernity, effectiveness and efficiency.

Over nearly 30 years of renovation, the Party and the State have had many policies to build a team of cadres and civil servants with moral qualities and the capacity to perform public duties. The completion of the legal system, especially the innovation of the mechanism for managing cadres, civil servants and public employees in recent times, has contributed to the development of public administration; continued to improve the quality of cadres, civil servants and public employees; and gradually built a reasonable structure of cadres, civil servants and public employees.

However, there are still limitations and shortcomings: Staff management is not really linked to functions, tasks, workload, and scope of service; staffing is still unscientific; the total number of staff tends to increase, especially in public service units...

Based on a careful analysis of the causes, especially the subjective causes of the limitations, weaknesses, and shortcomings; determine the goals of streamlining the payroll and restructuring the staff, civil servants, and public employees; clearly state the viewpoints and implementation solutions.

The Central Committee emphasized the need to strengthen political and ideological education, raise awareness and responsibility of all levels, sectors, cadres, civil servants and public employees in the entire political system; restructure the cadres, civil servants and public employees; innovate and improve the effectiveness of staff management in a centralized and unified direction; continue to review, arrange and consolidate the organization and apparatus and streamline the staff in all agencies, units and organizations in the political system, ensuring a streamlined apparatus, effective and efficient operation; build a structure of cadres, civil servants and public employees according to ranks, professional titles, job positions and training levels appropriate to functions and tasks; improve the effectiveness of management and use of cadres, civil servants and public employees.

The Party Central Committee assigned the Politburo to absorb the Central Committee's discussion opinions and direct relevant agencies to complete the Project for official issuance for implementation.

6. The Central Committee discussed and gave opinions on the Project on Planning for the development and management of the national press until 2025.

Assessing the press situation, the Central Committee stated: Over the past 10 years, our country's press system has developed rapidly in terms of quantity, type, content, form, staff... The direction and management work has been innovated in a more proactive and timely direction. Besides, the press system also has limitations, shortcomings, and defects: unreasonable structure and scale; the tendency to deviate from the principles and purposes; sensational, clickbait, and inaccurate information has not been overcome; the capacity of staff of many directing, managing, managing agencies and press agencies has not met the requirements; the press team still has shortcomings; the role and sense of responsibility of many managing agencies are still vague; economic activities of many press agencies are difficult...

The Central Committee has pointed out the causes of the advantages, results, limitations and shortcomings. From the current situation of press management and development, and forecasting the development trends of information and communication, the Central Committee discussed viewpoints, goals, tasks and solutions for planning the development and management of the national press until 2025; emphasizing that the press is an important means of information, propaganda tool, and ideological weapon of the Party, the State, socio-political and socio-professional organizations, a forum for the people, placed under the direct and comprehensive leadership of the Party, the management of the State, and operating within the legal framework.

Press development goes hand in hand with good management, improving capacity and effectiveness, building our country's press to be revolutionary, professional, modern, humane, propagating the Party's guidelines, the State's policies and laws, achievements in national renewal, building and defending the Fatherland, meeting the people's information needs, uniting the entire nation, creating social consensus. Arranging the press system associated with model innovation, improving the effectiveness of press leadership and management.

Establish a number of key, multi-media press agencies as the core, with the role of orienting press information and information on the Internet; overcome the situation of overlapping, dispersing investment, lax management, deviation from principles and purposes, focusing on negative information; inaccurate information...

Clearly define the leadership and management responsibilities of the press of the Party committees and authorities at all levels, especially the governing bodies, heads of governing bodies and press agencies. Build a team of managers, reporters, editors and technicians with sufficient qualities and capacity to meet the requirements of press development in the new situation.

7. The Central Committee conducted a vote of confidence for Politburo and Secretariat members; introduced additional planning for the Politburo and Secretariat for the 2016-2021 term and subsequent terms; elected eight additional members of the 11th Central Inspection Commission; discussed the Report reviewing the leadership and direction of the Politburo and Secretariat in 2014; and a number of other important issues.

The Party Central Committee calls on the entire Party, people and army to strengthen solidarity and unity, strive to overcome all difficulties and challenges, successfully implement the socio-economic development plan for 2015 and the 5-year period 2011-2015, the Resolution of the 11th Party Congress; successfully organize Party congresses at all levels, towards the 12th Party Congress.
