Announcement of the results of the 5th session, 13th National Assembly

After the National Assembly held its closing session of the 5th session on the afternoon of June 21, the National Assembly Office held a meeting to announce the results of the session.

At the press conference, Mr. Nguyen Sy Dung, Deputy Head of the National Assembly Office, said that at the 5th session, the 13th National Assembly discussed and passed 9 draft laws and 2 Resolutions. These are: Law on Grassroots Mediation; Law on Natural Disaster Prevention and Mitigation; Law on Counter-Terrorism; Law on Science and Technology (amended); Law on National Defense and Security Education; Law on Amending and Supplementing a Number of Articles of the Law on Residence; Law on Amending and Supplementing a Number of Articles of the Law on Corporate Income Tax; Law on Amending and Supplementing a Number of Articles of the Law on Value Added Tax; Law on Amending and Supplementing Article 170 of the Law on Enterprises; Resolution on adjusting the law and ordinance-making program for the 13th National Assembly term in 2013 and the law and ordinance-making program in 2014; Resolution on extending the term of use of land for annual crops, aquaculture land, and salt-making land of households and individuals.

The National Assembly's approval of the above-mentioned 9 draft laws and resolutions has significantly contributed to the building and completion of our country's legal system, meeting the requirements of socio-economic development and international integration.

Thus, compared to the proposed program, the draft Land Law (amended) has not been passed at this session. The reason is that the draft Land Law (amended) is an important law, greatly affecting the socio-economic life of the country and all people. Some contents of the draft Law are related to the Draft Amendment to the 1992 Constitution. Currently, the draft amendment to the 1992 Constitution is being revised on the basis of absorbing public opinions, opinions of National Assembly deputies, relevant agencies and organizations. Therefore, the Standing Committee of the National Assembly proposes that the National Assembly allow the passage of the draft Land Law (amended) after the passage of the 1992 Constitution (amended) at the 6th session and take effect from July 1, 2014.

However, the decision on the time to pass the Land Law (amended) at the 6th session will be related to the provisions in the current Land Law on the term of land allocation for annual crop land, aquaculture land, and salt land. Accordingly, most of the land allocated will expire on October 15, 2013. Based on the submission of the National Assembly Standing Committee, the National Assembly has passed a Resolution to extend the term of land use for annual crop land, aquaculture land, and salt land of households and individuals.

At this session, for the first time, the National Assembly held a vote of confidence and also passed Resolution No. 44/2013/QH13 dated June 11, 2013 confirming the results of the vote of confidence for those holding positions elected or approved by the National Assembly. Accordingly, the National Assembly conducted a vote of confidence for 47/49 people holding positions elected or approved by the National Assembly (except for 2 people holding the positions of State Auditor General and Minister of Finance, who were newly elected and approved by the National Assembly at this session, so according to the provisions of Resolution No. 35/2012/QH13, a vote of confidence was not conducted at this session).

The vote of confidence was conducted seriously, in accordance with the purpose, principles and procedures; the voting process was made public for the press to follow and report. The results of the vote of confidence were announced in the mass media. Voters highly appreciated the National Assembly's organization of the vote of confidence, considering it a necessary task and also an important form of supervision by the National Assembly.

According to voters, the vote of confidence will be an opportunity for those holding positions elected or approved by the National Assembly to look at it and work hard. This clearly demonstrates the openness and transparency of an institution that is moving in a progressive direction, contributing to building a State of the people, by the people and for the people.

At the 5th session of the 13th National Assembly, the questioning and answering activities of National Assembly deputies towards Government members always attracted the attention and close monitoring of a large number of voters and people nationwide. Accordingly, this session had 203 questions from 89 National Assembly deputies on many different areas of social life, mainly focusing on areas such as: Agriculture, culture, education, labor, justice, etc.

Before the National Assembly conducted the question and answer session, Deputy Prime Minister Nguyen Thien Nhan presented a report on the implementation of the National Assembly's Resolutions on question and answer sessions.

The National Assembly spent 2.5 days on question and answer sessions. Specifically, the National Assembly arranged 2 days to question 4 ministers and heads of sectors. They are Minister of Agriculture and Rural Development Cao Duc Phat; Minister of Culture, Sports and Tourism Hoang Tuan Anh; Minister of Labor, War Invalids and Social Affairs Pham Thi Hai Chuyen; and Chief Justice of the Supreme People's Procuracy Nguyen Hoa Binh.

The National Assembly has allocated half a day for Deputy Prime Minister Nguyen Xuan Phuc to speak, clarify some issues and directly answer questions from National Assembly deputies. Several other ministers and heads of sectors also participated in explaining and clarifying related issues.

Based on the results of the questioning, the National Assembly issued a Resolution on questioning and answering questions.

In addition, the National Assembly issued a Resolution on the results of the supervision: "Implementation of the Law on Practicing Thrift and Combating Wastefulness in the Use of Government Bond Capital for Basic Construction Investment, 2006-2012 Period"; Issued a Resolution on the National Assembly's supervision program in 2014./.
