Announcement of the 23rd Session of the National Assembly Standing Committee

On December 23 and 24, 2013, the Standing Committee of the 13th National Assembly held its 23rd session in Hanoi under the chairmanship of National Assembly Chairman Nguyen Sinh Hung.

Attending the meeting were Vice President Nguyen Thi Doan, representatives of the Standing Committee of the Nationalities Council, Committees of the National Assembly, representatives of the leaders of the National Assembly Office and a number of relevant ministries, branches, agencies and organizations.

1. The National Assembly Standing Committee reviewed and evaluated the results of the 6th session of the 13th National Assembly; and gave initial opinions on preparations for the 7th session of the 13th National Assembly.

Based on the opinions of the National Assembly delegations, National Assembly deputies, voters, public opinion, the actual progress of the session and the opinions of relevant agencies and organizations attending the session, the National Assembly Standing Committee discussed and agreed that: With serious and thoughtful preparation, a spirit of active, urgent, democratic and highly responsible work, the 6th session of the 13th National Assembly was a great success, completing all the contents of the proposed program. This is a session with a large volume of work, many important contents, especially the National Assembly's approval of the Constitution (amended) with an absolute majority of votes, the Land Law (amended), contents on socio-economics, state budget and personnel issues... ensuring quality, efficiency, attracting attention, monitoring, creating a good impression, trust and excitement of the people and voters nationwide.

The National Assembly Standing Committee welcomes the sectors, levels, localities and people nationwide for their important contributions to the success of the session; at the same time, requests the Government, agencies of the National Assembly, and relevant agencies to seriously and effectively implement the Constitution, laws, and resolutions of the National Assembly that have just been passed; absorb and handle issues under their responsibilities, learn from experience, and actively prepare to better serve the 7th session that will take place in mid-May 2014.

The National Assembly Standing Committee basically agreed with the preliminary plan on the content and program of the 7th session of the 13th National Assembly; requested the National Assembly Office to absorb comments and contributions at the meeting to complete the plan on the content and program to submit to the National Assembly Standing Committee at the next meeting.

2. The Standing Committee of the National Assembly gave its opinion on the Plan to implement the Constitution of the Socialist Republic of Vietnam.

Pursuant to Resolution No. 64/2013/QH13 of the National Assembly stipulating a number of points on the implementation of the Constitution of the Socialist Republic of Vietnam, the Standing Committee of the National Assembly gave its opinions on the Plan for implementing the Constitution of the Socialist Republic of Vietnam and issued a Resolution promulgating the Plan for organizing the implementation of the Constitution of the Socialist Republic of Vietnam. Organizing the implementation of the Constitution is of great significance in order to realize the provisions of the Constitution in all areas of social life; at the same time, determining the specific responsibilities of the National Assembly, the Government, branches, levels, agencies and organizations in the entire political system in organizing the implementation of the Constitution; widely propagating and disseminating the contents of the Constitution to all people, contributing to raising people's awareness of the Constitution, respecting, complying with and having a sense of responsibility to protect the Constitution and the law.

The National Assembly Standing Committee requests that relevant agencies and organizations as stipulated in the Plan proactively identify their specific responsibilities and contents, tasks, deadlines, and progress of completion to ensure that the organization and implementation of the Constitution is carried out promptly, synchronously, comprehensively, uniformly, and effectively.

3. The National Assembly Standing Committee reviewed and approved the 2013 Work Program of the National Assembly Standing Committee.

The National Assembly Standing Committee identified the key task in 2014 as implementing the Constitution of the Socialist Republic of Vietnam, prioritizing the preparation for submission to the National Assembly for amendments and supplements to important draft laws related to the organization and operation of the State apparatus and laws directly related to new contents of the Constitution; directing the supervision and urging of the serious implementation of laws and resolutions recently passed by the National Assembly; directing the preparation for hosting the 132nd Inter-Parliamentary Union Assembly (IPU-132) in Hanoi...

The National Assembly Standing Committee requests the Nationalities Council, the National Assembly Committees, the National Assembly Standing Committee Committees, the National Assembly Delegations and the National Assembly deputies, on the basis of the 2014 Work Program of the National Assembly Standing Committee that has been approved, to proactively carry out the tasks within their functions and tasks, contributing to the timely, synchronous, high-quality and effective implementation of the 2014 tasks of the National Assembly Standing Committee.

4. The National Assembly Standing Committee gives its opinion on the draft Report of the National Assembly Standing Committee summarizing the implementation of the 2001 Law on Organization of the National Assembly.

The Law on Organization of the National Assembly was promulgated by the 10th National Assembly on December 25, 2001, and was amended and supplemented by the 11th National Assembly on April 2, 2007. After nearly 12 years of implementation, the Law on Organization of the National Assembly has made important contributions to the organization and operation of the National Assembly. The National Assembly operates more and more democratically, substantially and effectively, contributing to bringing the activities of state agencies closer to the people, more open and transparent.

However, the practical implementation of the 2001 Law on Organization of the National Assembly also revealed limitations and shortcomings that need to be promptly studied, amended and supplemented to conform to the new Constitution and the practical innovation of the organization and operation of the National Assembly. The Standing Committee of the National Assembly gave focused opinions on the advantages, limitations, shortcomings and proposed amendments to the regulations on the following contents: organization and operation of the National Assembly; organization and operation of the Standing Committee of the National Assembly; organization and operation of the National Assembly agencies; National Assembly sessions; National Assembly deputies; support apparatus; ...

The National Assembly Standing Committee assigned the National Assembly Office to receive and complete the Report to send to the Drafting Committee of the Law on the Organization of the National Assembly to urgently complete the General Summary Report on the Law on the Organization of the National Assembly and amend and supplement this Law.

5. Also at this session, the National Assembly Standing Committee passed the Mobile Police Ordinance. At the same time, it gave its opinions on the Report on the results of international cooperation activities in 2013, the direction and expected international cooperation program in 2014 of the National Assembly agencies, the Committees and Institutes of the National Assembly Standing Committee and the National Assembly Office.
