(Baonghean.vn) -On the afternoon of May 15, the Provincial People's Committee held a working session with the Provincial Youth Union, relevant sectors and units to listen to reports on the implementation of the plan to dissolve and transfer the 2nd Youth Volunteer Force; and orientations for arranging and organizing the operation of the Youth Volunteer Force in the current situation. At the conference, many opinions said that the dissolution of Team 2 to transfer to Nghe An Rubber Company had been thoroughly explained and had received high consensus from the team members. However, in order to carry out the conversion of Team 2 in accordance with current regulations, ensuring the legitimate rights of the staff and team members; to quickly dissolve and transfer the team, creating conditions for the rubber company to organize production, Thanh Chuong district needs to direct the People's Committee of Thanh Duc commune to receive the team members' original status, attached to the residential and production land that had been assigned from Team 2 to the commune for management; to receive the team's assets formed from State capital according to the decision of the Provincial People's Committee. The Department of Health needs to take the lead in coordinating with the Provincial Youth Union, the Department of Home Affairs and relevant agencies and units to advise on work arrangements for the 3 medical staff of the team. The Department of Agriculture and Rural Development shall preside over and coordinate with the Provincial Youth Union and relevant agencies and units to advise on the proposal to transfer the protection forest owner from Team 2 to another unit and direct the competent agencies to resolve the regime for the protection forest management team of Team 2.

Compensation and site clearance work in Team 2 requires a lot of time. Therefore, to reassure the staff and members of Team 2 and to have a state agency to ensure legal procedures for compensation and site clearance when Team 2 has been dissolved, it is recommended that the Provincial People's Committee allow Team 2 to hand over the land allocation documents subject to compensation and site clearance to the locality for management according to administrative boundaries to meet the conditions for dissolution of Team 2. Compensation and site clearance after Team 2 has been dissolved will be carried out by the Compensation and Site Clearance Council of the district and related communes...

After listening to the opinions of the Provincial Youth Union, relevant sectors and units, comrade Le Xuan Dai concluded: The Provincial People's Committee will directly direct the issues related to the responsibility of the Thanh Chuong District People's Committee. In particular, Thanh Chuong District needs to coordinate with investors to speed up the site clearance progress, helping investors start production soon. On the side of the Department of Health, there needs to be a plan to arrange work for 3 medical staff of the team; the Department of Agriculture and Rural Development needs to advise and propose transferring the protection forest owner from Team 2 to another unit and direct the competent authorities to resolve the regime for the team managing and protecting the protection forest of Team 2.

Regarding the orientation of arranging and organizing the operation of the Youth Volunteer Force in the current situation, the Vice Chairman of the Provincial People's Committee requested that the Provincial Youth Union continue to supplement and complete the Project on perfecting the Youth Volunteer Force of Nghe An province, ensuring that it is concise but complete in content, ensuring the roadmap for implementing the project... to submit to the Provincial People's Committee in the upcoming session.
