One of the questions sent to Minister Giang Seo Phu was the fact that in many poor and extremely disadvantaged communes, there are dozens of support programs in the same field, leading to overlapping implementation. Even trained officials find it difficult to implement the programs, and the effectiveness is not high. For example, in the same area, there are many different irrigation support programs, leading to each program building a separate irrigation project, which is extremely fragmented and ineffective. Meanwhile, if those programs were integrated into a common irrigation project, the irrigation system would be built more solidly, bringing higher efficiency.

Minister Giang Seo Phu said that in particularly difficult communes, there are many programs focusing on supporting one area while other areas receive little attention. But more importantly, there is the issue of program management and administration. The Ethnic Committee has also reported to the Prime Minister, and ministries and branches are also aware of these issues. The implementation of programs and projects to support hunger eradication and poverty reduction should be integrated and focused on one focal point, which is best decentralized to the Chairman of the Provincial People's Committee.

Sharing about the fact that vocational training for ethnic minorities has not been effective because people cannot find jobs locally, Minister Giang Seo Phu said that the biggest reason is that we do not have a mechanism to encourage, provide incentives, and call for businesses to invest in disadvantaged areas. Therefore, it is necessary to develop policies to attract and encourage businesses to come to remote areas to organize production and business in coordination with farmers to use local resources and land for production, create jobs, and increase income for people.

In addition, there should be a training program specifically for ethnic minorities and ethnic minorities. Regarding specific information about food support activities for boarding students in ethnic minority and mountainous areas, Minister Giang Seo Phu said that at present, many remote areas, ethnic minority and mountainous areas are in the lean season, so many boarding students have to leave school to help their families, affecting the school year. “In the condition that our country has enough food, and we only need to save a little bit to have enough food for the children. The Prime Minister has agreed with the proposal of the Ethnic Committee and the Ministry of Education and Training to support food for the children. In addition, we also propose to have more people to provide food so that the children can have full, nutritious meals, ensuring their health,” said Minister Giang Seo Phu.

"There are support programs for the poor, but there are no mechanisms or policies for near-poor households, so implementing a program to provide preferential loans to near-poor households in the coming time is extremely meaningful in the work of hunger eradication and poverty reduction." - Minister Giang Seo Phu said.
