Through the Law amending and supplementing the Law on Fire Prevention and Fighting
Continuing the 6th session program, on the morning of November 22, the National Assembly worked in the Hall to vote to pass the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting and discussed the implementation status (including the issuance of detailed regulations and implementation instructions) of the laws and resolutions passed by the 13th National Assembly.

Raise responsibility in fire prevention and fighting
With a majority of votes in favor, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting.

Ensuring resources for law and ordinance making
Discussing the implementation situation (including the issuance of detailed regulations and implementation instructions) of laws and resolutions passed by the 13th National Assembly, the majority of delegates assessed that the Government, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies have made great efforts in directing, organizing the implementation of laws and ordinances and issuing detailed regulations and implementation instructions.
Delegate Dang Dinh Luyen (Khanh Hoa) assessed that basically, the order and procedures for issuing documents detailing and guiding the implementation of laws and ordinances were in accordance with the provisions of the Law on Promulgation of Legal Documents; the quality of the documents was gradually improved compared to before. The results of these activities have contributed to bringing the laws, ordinances and resolutions of the National Assembly and the National Assembly Standing Committee into life.
However, delegate Dang Dinh Luyen also said that the implementation of laws, ordinances and resolutions still has many limitations. Many detailed regulations and implementation guidelines have not been issued in a timely manner to ensure they take effect at the same time as the laws, ordinances and resolutions.
This causes the provisions of laws and ordinances to not be enforced, directly affecting the rights and legitimate interests of individuals and organizations; reducing the effectiveness and efficiency of State management... This is an issue that needs to be seriously considered to be promptly resolved in the near future, delegate Luyen emphasized.
Assessing the cause of the above situation, delegate Bui Sy Loi (Thanh Hoa) stated that the law and ordinance building program during the 13th National Assembly's term was very large. The National Assembly has only built 46/144 projects (31.9%).
After the adoption of the amended Constitution, the number of laws and ordinances to be passed will increase significantly. This is a pressure on both quantity and quality, so the progress of issuing detailed regulations is getting slower and slower.
Most of the provisions are assigned to the Government and ministries and branches for guidance. In addition, due to the large number of laws, many of which have long contents, the ability of the subjects to absorb them is still low; the ability to propagate laws and ordinances is not extensive; the coordination between drafting agencies and editorial teams is still lacking in synchronization, the quality of staff participating in drafting documents is still limited...
According to delegate Bui Sy Loi, the construction of laws must come from the practical requirements of life, not chasing after quantity, but focusing on quality. The National Assembly's review body has the responsibility to "go hand in hand" with the drafting body right from the beginning to propose policies, advise the National Assembly Standing Committee to decide on new policies suitable to reality, monitor documents to detect errors, recommend or stop illegal documents...
Sharing the same view, delegate Nguyen Thanh Thuy (Binh Dinh) said that the National Assembly Standing Committee and National Assembly agencies should strengthen close coordination with the Government and relevant agencies in preparing project submission documents; strengthen supervision; publicize agencies that are slow to issue guiding documents; and resolutely not include in the session agenda draft laws that do not ensure regulations right from the 7th session of the 13th National Assembly.
Delegates also recommended that the Government direct ministries and branches to pay attention to and ensure resources for the work of building laws and ordinances; promptly overcome the "9 no's" situation: incomplete, unclear, non-specific, incompatible, non-transparent, non-foreseeable, unreasonable, ineffective and ineffective.../.
