Approval of the Resolution on the State budget estimate for 2014

On the morning of November 12, with 87.95% of the total number of National Assembly deputies voting in favor, the National Assembly passed the Resolution on the State budget estimate for 2014. With the same rate, the National Assembly passed the Resolution on adjusting the State budget estimate for 2013.

According to the Resolution on the State budget estimate for 2014, the total balanced State budget revenue is 782,700 billion VND; The total balanced State budget expenditure is 1,006,700 billion VND; The State budget deficit is 224,000 billion VND, equivalent to 5.3% of the gross domestic product (GDP).

The National Assembly also requested the Government to strengthen financial discipline and order, implement tight fiscal policies, restructure budget revenues and expenditures, and coordinate synchronously with monetary policies to maintain macroeconomic stability. Thoroughly save on expenditures for the state management apparatus and public services; streamline the payroll in conjunction with the spending mechanism and allocate funds according to work efficiency; minimize expenses for organizing conferences, seminars, overseas trips, festivals, celebrations, groundbreaking, inauguration, summary and other unnecessary expenses; do not buy public vehicles (except for specialized vehicles as prescribed by law); Strictly manage to minimize transferred expenses.

According to the Resolution on adjusting the State Budget Estimate for 2013, the National Assembly assigned the Government to increase the 2013 state budget deficit to compensate for the shortfall in the central budget but not exceeding 195,500 billion VND (equivalent to 5.3% of estimated GDP). Continue to direct localities to review and thoroughly implement savings, cut and reduce unnecessary and ineffective expenditures and allow localities that do not have enough resources to compensate for the budget shortfall to use no more than 70% of the Financial Reserve Fund to compensate for the budget shortfall in 2013.

Also on the morning of November 12, National Assembly Chairman Nguyen Sinh Hung, on behalf of the National Assembly Standing Committee, reported the results of discussions at the National Assembly delegation on the dismissal of Mr. Nguyen Thien Nhan from the position of Deputy Prime Minister and the increase in the number of Deputy Prime Ministers for the 13th National Assembly term.

Then, the National Assembly elected the Vote Counting Committee headed by Mr. Nguyen Quoc Cuong (National Assembly Delegation of Bac Giang Province) and proceeded to vote to approve the Prime Minister's proposal to dismiss Mr. Nguyen Thien Nhan from the position of Deputy Prime Minister; and passed a Resolution on this content.

Also in the working session on the morning of November 12, Member of the National Assembly Standing Committee, Head of the National Assembly Office, Head of the Session Secretariat Nguyen Hanh Phuc presented the draft Resolution on adding the number of Deputy Prime Ministers for the 13th tenure. Accordingly, the number of Deputy Prime Ministers for the 13th tenure increased by 1 person to a total of 5 Deputy Prime Ministers. The National Assembly voted to pass the Resolution on this content with 87.75% of delegates in favor.

Next, Prime Minister Nguyen Tan Dung read the Report requesting the National Assembly to approve the appointment of Deputy Prime Minister and the Report on the dismissal of Mr. Vu Duc Dam from the position of Minister and Head of the Government Office.

According to the Prime Minister's Proposal, Mr. Vu Duc Dam was born in 1963 and has a PhD in Economics. Mr. Vu Duc Dam is a basically trained cadre who has held many positions at the Government Office. He was an Assistant to former Prime Minister Vo Van Kiet, held positions such as Permanent Vice Chairman of the People's Committee of Bac Ninh Province, Deputy Minister of the Ministry of Posts and Telecommunications, Chairman of the People's Committee of Quang Ninh Province, Secretary of the Quang Ninh Provincial Party Committee and is currently Minister - Head of the Government Office. Mr. Vu Duc Dam is an alternate member of the 10th Party Central Committee and a member of the 11th Party Central Committee.

The Prime Minister's report stated: During his work, Mr. Vu Duc Dam always completed well the assigned tasks. Mr. Vu Duc Dam has enough qualities and capacity to undertake the duties of Deputy Prime Minister.

Next, Prime Minister Nguyen Tan Dung read the Report on the appointment of personnel to the position of Deputy Prime Minister and Minister of Foreign Affairs for Mr. Pham Binh Minh, Minister of Foreign Affairs.

Mr. Pham Binh Minh, born in 1959, is a basically trained officer who has held many diplomatic positions. He has held positions such as Director of the Department of International Organizations, Ministry of Foreign Affairs, Head of the Human Rights Dialogue Delegation with other countries, Assistant to the Minister of Foreign Affairs, Permanent Deputy Minister of Foreign Affairs and is currently the Minister of Foreign Affairs. Mr. Pham Binh Minh is a member of the Party Central Committee, 10th and 11th terms, and a delegate to the 13th National Assembly.

The Prime Minister's report also affirmed that during his work, Mr. Pham Binh Minh always completed well the assigned tasks. Mr. Pham Binh Minh has enough qualities and capacity to undertake the duties of Deputy Prime Minister and Minister of Foreign Affairs.
