Along with breaking down the fence, the parishioners gathered materials, massively built 2 rows of fences, opened a new road leading straight to Yen Lac Parish Church, dividing the campus of Nghi Kieu Kindergarten. The total encroached area is about 640 square meters.
In fact, for a long time now, the road to Yen Lac parish church has been solidly concreted. That is the road running along hamlet 9 to hamlet 10 to the church.

When the incident occurred, the Principal of Cluster 1 of Nghi Kieu Kindergarten reported it to the People's Committee of the commune. Representatives of Nghi Kieu commune authorities went to the scene and encouraged parishioners to stop vandalizing school property. At the same time, they met with the Yen Lac Parish Executive Committee (Xuan Kieu Parish, Nghi Kieu commune) to request the suspension of illegal construction.
However, the number of parishioners still participated in the work continuously and organized meals on the spot to speed up the progress. By 5:00 p.m. the same day, 2 rows of fences with a height of about 1.8m and a length of about 80m on each side were completed.
On the morning of October 6, the Nghi Loc District Police Investigation Agency summoned Mr. Nguyen Van Luu, Head of the Parish Council; Mr. Dau Van Minh, Deputy Head of the Parish Council; and Mr. Nguyen Van Ngo, Secretary of the Yen Lac Parish to grasp information about the incident that occurred at Nghi Kieu Kindergarten.
While the authorities were working with the summoned people, some members of the Pastoral Council of Xuan Kieu Parish and more than 300 parishioners went to the commune headquarters to demand the release of the people, affecting the activities of the Nghi Kieu Commune People's Committee.

Colonel Nguyen Tat Thang, Chief of Nghi Loc District Police, clearly explained to the Parish Council and parishioners that breaking down fences, cutting down trees, encroaching on land and illegally building on school grounds are illegal acts. With the function of protecting security and order, the police investigation agency summoned relevant people who knew about the incident to serve the investigation in accordance with the law.
When the matter was clarified, the representative of the Xuan Kieu Parish Pastoral Council advised the parishioners to leave, but continued to petition the government to consider opening a road to the Yen Lac Church. At around 11am on October 6, the parishioners gathered in the yard of the Nghi Kieu Commune People's Committee and dispersed.
On the afternoon of October 6, teaching and learning activities at cluster 1, Nghi Kieu Kindergarten were still maintained. However, the confusion and anxiety were clearly visible on the teachers' faces.
