Circular on national technical regulations on domestic solid waste incinerators
In order to implement the Government's directive on developing technological solutions for solid waste treatment in Vietnam, the Ministry of Natural Resources and Environment issued Circular 03/2016/TT-BTNMT dated March 10, 2016 on national technical regulations on domestic solid waste incinerators (CTRSH). The Circular takes effect from May 1, 2016.

This regulation stipulates the technical requirements for solid waste incinerators and the maximum allowable values of pollution parameters in the exhaust gas of solid waste incinerators. The regulation applies to organizations and individuals that manufacture, import, trade (distribute), and use solid waste incinerators in the territory of the Socialist Republic of Vietnam; state environmental management agencies and related organizations and individuals.
The regulation clearly states the basic technical requirements for solid waste incinerators, including: (1) Solid waste incinerators must have an operating process based on the principle of multi-level combustion, ensuring primary and secondary combustion zones; (2) There are measures to limit emissions from escaping into the environment through the solid waste inlet; (3) The chimney of the solid waste incinerator must ensure technical requirements; (4) The basic technical parameters of the solid waste incinerator during normal operation must meet the regulations; (5) Outside air must not be mixed in to dilute the emissions from the exit point of the secondary combustion zone to a position 02 meters above the emission sampling point; (6) The incinerator must have an emission treatment system with an operating process including the main stages (heat dissipation; dust treatment; treatment of toxic components in the emissions); (7) In case the distance from the waste inlet to the farthest point of the primary combustion zone of the solid waste incinerator is greater than 2 meters, it is necessary to install mechanized equipment for loading and mixing solid waste in the primary combustion zone and a mechanized system for removing ash and slag; (8) The solid waste incinerator must have a shut-off valve to discharge exhaust gas directly into the chimney without going through the exhaust gas treatment system when there is a problem with the exhaust gas treatment system.
The standard also stipulates the maximum allowable value of pollution parameters in the exhaust gas of solid waste incinerators calculated according to the formula: Cmax = C x Kv (in which: Cmax is the maximum allowable value of pollution parameters; C is the concentration of pollution parameters specified in Table 2 of the Standard; Kv is the regional coefficient specified in Table 3 of the Standard).
The standard also clearly states that it is necessary to develop and implement a safe operating procedure for the CTRSH incinerator. Accordingly, CTRSH must be controlled before being loaded into the CTRSH incinerator so as not to affect the normal operation of the CTRSH incinerator; do not put into the CTRSH incinerator: waste with a risk of explosion; corrosive waste; chemicals and packaging of plant protection chemicals; waste containing mercury, lead, cadmium exceeding the hazardous waste threshold. There are technical measures to conveniently remove ash and slag from the primary combustion zone during operation to ensure that the CTRSH incinerator operates continuously and without interruption. A logbook of CTRSH incinerator operations must be established, clearly stating the quantity, operating time and name of the operator, and temperature at locations where temperature measuring devices are installed.
In addition, the CTRSH incinerator must be equipped with measuring and displaying devices for temperature in the combustion zones. For incinerators with a capacity greater than or equal to 500kg/h, measuring and displaying devices for the exhaust gas temperature must be installed immediately after the cooling system. Periodic environmental monitoring of CTRSH incinerators must be carried out in accordance with current regulations and requirements of environmental management agencies./.
