The elevated Ring Road 3 in Hanoi opens to traffic

On the morning of October 21, the Ministry of Transport coordinated with the Hanoi People's Committee to organize the inauguration ceremony of the elevated Ring Road 3 section Mai Dich - Linh Dam, the first elevated urban expressway in Hanoi.

Deputy Prime Minister and Chairman of the National Traffic Safety Committee Nguyen Xuan Phuc attended and officially announced the opening of the Ring Road 3 project.

The elevated Ring Road 3 (Ring Road 3 Phase 2) with the starting point at Mai Dich and the ending point at the North of Linh Dam Lake started construction in June 2010. The route is 8.9km long, including 385m of approach road and 8.5km of main viaduct; designed speed is 100km/h; the route has 4 express lanes and 2 emergency lanes. Total investment is over 5,500 billion VND.

After 2 years of construction, the project was completed nearly 15 months ahead of schedule.

On behalf of the Government, Deputy Prime Minister Nguyen Xuan Phuc commended and appreciated the efforts of workers and employees of the road construction units, consulting contractors, project management boards, agencies participating in project management as well as the effective coordination between the Ministry of Transport and the Hanoi People's Committee in directing and implementing the construction of important and urgent traffic works to meet the travel needs of the people.

The Deputy Prime Minister affirmed that the effective use of ODA capital in this project has created more confidence for the Japan International Cooperation Agency in Vietnam's effective use of preferential loans from the Japanese Government.

Also at today's opening ceremony, Deputy Prime Minister Nguyen Xuan Phuc requested the Ministry of Transport to direct contractors and consultants to continue to urgently complete the remaining items of the project in order to soon put the entire project into effective and synchronous operation. The Hanoi People's Committee closely coordinates with the Ministry of Transport in receiving, handing over, managing and operating the project safely and effectively.

The Deputy Prime Minister requested that after receiving the project, Hanoi City needs to organize traffic operations, ensure smooth safety, and at the same time carry out well the work of project maintenance, repair, and preservation.



The elevated Ring Road 3 is for cars only.

According to Chairman of Hanoi People's Committee Nguyen The Thao, the completion of Ring Road 3, Mai Dich - Bac Ho Linh Dam section, is of great importance in connecting inner-city traffic of Hanoi as well as connecting main national highways including National Highway 1A, National Highway 5, National Highway 18, Phap Van - Ninh Binh Expressway, Thang Long - Noi Bai Expressway and in the near future, Hanoi - Hai Phong, Hanoi - Quang Ninh Expressway, contributing to reducing traffic congestion, promoting socio-economic development of the capital in particular and the whole country in general.

A representative of the Hanoi Department of Transport said that from October 21, the joint police and traffic agencies will arrange checkpoints along the route, especially the ramps to handle vehicles that do not comply with speed limits as well as motorbikes going onto the highway./.
